SUMMARY
The Senior Program Officer position serves as a senior conflict management trainer and curriculum designer in the USIP Academy and is a thought leader around mediation, negotiation and dialogue for the Institute as a whole. The incumbent will be responsible for the design and delivery of conflict resolution trainings, the development of simulation and case study materials, including for online courses, and the creation of additional onsite courses and programs. In particular, the SPO will help design and implement training content and courses that focus on the needs and competencies for practitioners working in conflict zones, particularly as USIP increases its focus on negotiation, mediation and peace processes tools. S/he will also be responsible for helping shape efforts related to conflict management and peacebuilding topics, including but not restricted to conflict prevention and preventing violent extremism, conflict management and transformation, and negotiation, mediation, facilitation and dialogue skills.
The Academy is the education and training center of USIP. It is a leader in the field of professional education and training for practitioners in conflict management. Established in 2009, the Academy provides practitioner-oriented education, training, and resources via facilities at USIP’s Washington headquarters, mobile training in conflict zones, and online distance education and training. The Academy also provides leadership on USIP efforts on negotiation, mediation and inclusive peace processes.
Job Requirements
MAJOR DUTIES AND RESPONSIBILITIES
- Serves as one of the Academy’s senior conflict management trainers, implementing trainings for both international and domestic audiences of practitioners who will be working in overseas conflict situations.
- Helps shape institute capacity building, practice and thought leadership related to negotiation, mediation and dialogue, with a focus on inclusive peacebuilding and preventive diplomacy.
- Helps to strengthen training content, particularly for US government officials and officials in regional organizations and the United Nations, with a strong focus on mediation support.
- Develops new conflict management content and exercises.
- Helps build skills and capabilities of internal USIP staff in order to strengthen USIP conflict management education and training capacity.
- Supervises the development of additional curricular materials and course development for the particular topic of instruction or skills development, particularly in the areas of negotiation, mediation and peace processes.
- Will engage in research and analysis as needed to strengthen USIP’s education capacity as well as its leadership on negotiation, mediation, preventive diplomacy and peace processes.
- Develops new partnerships for practitioner training done in Washington.
- May engage with domestic and international university audiences on courses related to conflict resolution and transformation.
- Works with the USIP Global Campus to develop content for online courses.
- Helps to develop content to support the Academy’s work in the area of CVE.
- Contributes to the work of the Academy to evaluate the effectiveness of its programs.
- Pursues potential funding for training projects and other activities related to mediation support and inclusive peace processes.
- Extended travel overseas required.
- Excellent administrative skills are required and strong qualities in working with teams.
- Provides reports and summaries to the program and Academy leadership, most especially the Director of Curriculum and Training Design and the Associate Vice President.
QUALIFICATIONS

- Masters or PhD in international relations, international education, conflict management or a related field.
- Extensive field experience is expected and some negotiation experience in an international context required, preferably in a conflict-affected context.
- Experience working in or closely with a government department or international non-governmental organization strongly preferred.
- Education and training experience required, preferably education and training related to conflict management skills.
- 10 – 15 years of demonstrated experience working with a range of professions, including in contexts outside of the United States.
- Research, scholarship or experience related to mediation, negotiation and/or dialogue preferred.
- Experience overseeing and coordinating field work and research.
- In-depth knowledge of and experience in developing monitoring and evaluation tools.
- The ability to train in either French or Arabic strongly preferred.
- Ability to write funding proposals and after-action reports.
- Experience with engaging practitioners, policymakers and civil society members on international and conflict-related issues.
- Excellent writing and oral communication skills.
