Background:
In FY16, CRS is expected to spend more than $230M in in-kind commodities; cash funded commodity distributions will supplement that amount. In the latest reports available (2013), CRS was the largest INGO recipient of USG food commodities. CRS also procures and distributes other food and non-food items for its development and emergency programs, including health commodities supported by the Global Fund and other donors. This supply chain activity is driven by staff at our Baltimore headquarters and in 43 countries around the world. It aligns to CRS’ 2013-18 strategy which is focused on signature program areas of Health, Agricultural Livelihoods, and Emergency Response and Recovery.


Job Summary:
The Supply Chain Management Unit (SCMU) Director is responsible for developing an SCM plan that corresponds to the Agency strategy. S/he spearheads SCM plan implementation by securing and deploying human and financial resources, and developing relationships with donors, partners and other stakeholders. S/he directly supervises the HQ team of senior advisors, organizes and guides the field SCM community of practice, and provides the Executive Office with information and advice for effective decision making on supply chain activities.


Specific Responsibilities:


  1. Quality Assurance and Risk Mitigation

a) Setting and promulgating standards that meet or exceed industry best practices and donor requirements, and that mitigate risk. “Promulgating” includes ensuring that standards are incorporated into systems, including potentially an integrated information system. Setting the learning agenda for CRS’ SCM function.


b) Analyzing gaps in conforming to standards, and identifying solutions, for both CRS and its partners. Establishing and monitoring KPI.


c) Responding to SCM reviews by external parties including auditors, and channeling findings into improvements 2. Capacity Strengthening


a) Identifying and attracting highly qualified SCM staff for field and HQ positions


b) Assessing learning needs, and identifying and organizing staff development opportunities


c) Managing provision of effective, efficient technical advice, including across geographic regions through a community of practice 3. Growth


a) Representing CRS’ technical expertise to donors and industry leaders


b) Identifying opportunities to apply CRS’ expertise to increase program scale and impact


c) Organizing technical input into major project proposals and participating in go/no go decisions on major proposals 4. Service Delivery


a) Overseeing the Shipping function, and in particular CRS’ outsourcing of same

Supervisory Responsibilities:
Shipping Manager and three Senior Supply Chain Advisors


Key Working Relationships:


INTERNAL: OverOps Leadership, Deputy Regional Directors and SCM Advisors; SCM staff in country, Global Procurement Director


EXTERNAL: Donors, vendors, and colleague organizations in the supply chain field.


Qualifications:


  • Master’s degree in related field preferred; Bachelor’s required.

  • Minimum ten years international development management experience, including at least five years’ work in a developing country.

  • Extensive hands-on and managerial experience in commodity and supply chain management in developing countries. Experience with in-kind food resources a plus.

  • Demonstrated mastery of legislation and regulations related to public resources, particularly USAID, USDA and Global Fund commodity programs.

  • Strong leadership, coordination and interpersonal skills, including demonstrated success leading the work of culturally diverse teams.

  • Strong supervisory skills.

  • Strong representation skills.

  • Fluency in English required; working ability in French preferred.

  • Ability to travel overseas approximately 25-33% of the time.
