United States of America: Senior Technologist - ICT Programs


GENERAL FUNCTION


Internews is seeking a Senior Technologist who would be primarily responsible for managing and overseeing a potential DRL-funded program to provide enhanced digital organizational security support for at-risk civil society organizations worldwide. They will provide strategic guidance for ICT programs at Internews; coordinate technical and professional capacity building assistance for partners and beneficiaries; and coordinate with other digital security stakeholders around the world to successfully implement the program. The Senior Technologist will be responsible for establishing and maintaining strong partnerships and dialogue with the appropriate donor representatives and partners. S/he will also oversee related grants to local organizations in target countries and plan or conduct trainings on digital security tools. This position will also provide (15% LOE) risk assessment and mitigation support across Internews’ digital security programs and operational security work, providing the ICT Programs team and technology partners with technical support, guidance and feedback to expand the use of and improve the quality of digital security. ESSENTIAL DUTIES AND RESPONSIBILITIES


  • Provide leadership, management, representational and operational oversight for the project.

  • Provide strategic, operational and representational assistance to ensure that activities are meeting their goals and targets, including recommending program adjustments when necessary to keep the project on track.

  • Carry out management responsibilities including interviewing, hiring, and training employees; planning, assigning, and directing work; and addressing complaints and resolving problems.

  • Cultivate and strengthen relationships with international and local partner organizations and ensure that implementation is responsive to the needs of partners and beneficiaries.

  • Conduct or support security assessments of organizations and provide digital security trainings as needed to staff and partner.

  • Advise on decisions about whether the digital security risks are acceptable and manageable.

  • Collaborate with Internews’ Operational Security team to build out digital security risk assessments.

  • Oversee creation of documentation and guides for audiences with mixed technical skills.

  • Track and report project progress and activities against work plans on monthly and quarterly basis.

  • Act as primary contact person to international and local sub grantees.

  • Oversee program monitoring and evaluation to ensure effective implementation and to measure the impact of activities, including managing privacy-respectful data aggregation.

  • Ensure the project is in compliance with all DRL grant and cooperative agreement rules, requirements and regulations as well as with Internews internal policies and procedures.

  • Serve as the primary budget authority over the project, responsible for ensuring all costs charged to the project are allowable, reasonable and correctly allocated.

QUALIFICATIONS


  • Threat modeling, risk assessment, and/or digital security evaluation of tools, platforms, or organizations. Experience implementing audits based on the SAFETAG methodology is a plus.

  • Experience providing in-person training and/or developing technical documentation related to digital security tools and tactics.

  • Undergraduate degree in computer science and/or professional experience in software development or digital security consulting.

  • 5-10 years of progressively responsible experience, including work with civil society organizations and providing technical project management; in technology for development and human rights activism and/or journalism, with a focus on technology that supports access to information.

  • Ability to explain complex technical subjects in lay language to less technically-experienced persons; excellent oral and written communication skills.

  • Familiarity with privacy, censorship circumvention and anonymity tools (such as Signal, VPNs, and Tor) with a practical understanding of encryption tools, standards, and/or theory.

  • Strong reputation for developing excellent collaborative working relationships with counterparts, partner organizations, international organizations and donors.

  • Demonstrated understanding of and/or experience with developing world information environments, including technical, political and social factors.

  • Ability to work in a multicultural environment, with frequent travel and in different time zones.

  • Experience with DRL- and/or US government-funded programs a plus.

  • Language skills a plus.
