Proposal Objective:


The purpose of the anticipated five-year multi-million dollar contract is to provide the USAID AFR Bureau in DC and Sub-Saharan Africa with short and long-term technical assistance for assessments, analysis, strategy development, program design, implementation, monitoring and evaluation, communications, knowledge management, conferences and seminars.


Position Description:


SI is seeking a full-time Knowledge Management/M&E Specialist to work closely with the USAID/AFR Bureau Power Africa and Trade Africa (PATA) Deputy Director and the AFR Sr. M&E Coordinator for planning and leading organizational learning opportunities throughout the life of the project.


The position will be based in Washington, DC, with preference to applicants who have Secret or Top Secret security clearance levels, as well as experience delivering technical assistance to AFR or other USAID bureaus.


Responsibilities:


· Assist with the implementation of USAID’s Evaluation Policy within AFR/PATA.


· Develop and maintain the AFR/PATA’s knowledge portal.


· Design and lead M&E and learning trainings to USAID AFR staff members and stakeholders.


· Assess organizational needs to determine appropriate knowledge gaps in order to further AFR’s programming worldwide.


· Provide technical assistance in M&E tools/methods such as results/log frameworks, performance management plans (PMP), data collection/analysis, indicator selection and monitoring systems on an as-needed basis.


Qualifications:


· Master’s degree in organizational learning or development assistance such as public, business or development administration, knowledge management, political science, economics, development studies or closely related, inter-disciplinary fields.


· A minimum of five years of progressively responsible, professional experience in organizational or action learning, development, consulting and/or knowledge management.


· Demonstrated ability to work collaboratively with institutional, government, and private sector partners and stakeholders.


· Demonstrated ability in data analysis, project design, monitoring, and evaluation of development activities.


· Experience developing results frameworks, logical frameworks, or similar tools for project design.


· Experience developing and/or using PMPs or similar tools.


· Demonstrated knowledge of and experience in monitoring and evaluating programs—including indicator development, setting targets, study design, and data analysis—in multiple sectors.


· Excellent analytical skills and the ability to summarize disparate information in a clear and concise manner.


· Ability to work independently to efficiently meet deadlines.


· Oral and written communication skills to deal effectively with mid- and high-level partner contacts, the host government, and the local communities.


· Excellent computer skills, including word processing, spreadsheet programs and data base development and management.


Preferred Qualifications:


· A background in monitoring and evaluation of development programs, application of statistical methods, impact evaluations and field research experience.


· Experience managing power sector projects.


· Experience using knowledge management software and development and use of databases.


· Experience managing grants or contracts.
