The Policy Advisor, Food Assistance/Food Securityposition is to support World Vision to advocate on behalf of food insecure children and their families through challenging governments and international institutions to adopt and implement policies that end hunger and promote long term food security. This position will support Food Programming Management Group (FPMG) to deliver on two critical objectives of its Global Programmes mandate:


  • To increase WV’s presence in global and national policy fora through developing and/or coordinating the development of public policy and advocacy products/messages and strategies and advocating and engaging (or supporting others to do so) with donors/governments/NGOs/other institutions to address the root causes of hunger and respond appropriately to the needs of the food insecure.

  • To profile World Vision’s food assistance programmes experience through research and evidence building, with a specific focus on support to World Vision’s new Global Campaign’s theme on ‘hunger’. The Policy Advisor is expected to operate with a high degree of independence, under the strategic direction of Director, Research, Policy and Strategy | Food Assistance.

RESPONSIBILITIES INCLUDE:


  • Ensure stakeholder participation is effectively coordinated towards the achievement of high quality public policy outputs, particularly in support of WV’s Global Campaign thematic focus on ending hunger.

  • Ensure integration with other areas of the Partnership.

  • Ensure effective research for ending hunger is clearly articulated and promoted, in collaboration with Director, Food Assistance, Research, Policy and Strategy and Director, Food Assistance Programme Development.

  • Facilitate and directly engage with key multilateral fora through relationship building and lobbying with global institutions ensuring representation from the Global South.

  • Provide Rapid Response capability.

KNOWLEDGE, SKILLS & ABILITIES:


Required:


  • Graduate degree in a relevant field, e.g., social protection, agriculture, food security, international relations/development studies, or public policy.

  • Advanced skills in policy analysis and formulation of policy prescriptions and advocacy strategies.

  • Strong written and verbal communication skills, particularly to convey information effectively and to write persuasively in a variety of styles for a variety of audiences.

  • Substantial experience in the design and implementation of policy advocacy interventions, and especially in policy research and analysis (ability to).

  • Demonstrated ability to conduct policy relevant research on hunger and food security-related issues.

Preferred:


  • Five years’ experience in a relevant international and/or development field of work.

  • Proven ability to get things done in a complex international organization.

  • Demonstrated ability to collaborate well with others.

  • Flexible and willing to take regular travel (up to 50%).
