The USAID Morocco Career Development Activity (CDA), in collaboration with its partners, the International Research and Exchanges Board (IREX), Education for Employment (EFE) and Golden Resources (GR) is designed to help Moroccan employers and youth to convert a dynamic of too many youth and not enough jobs to one where firms actively seek productive young employees and youth proactively pursue attainable career paths in Morocco. In collaboration with the Ministry of Higher Education, Scientific Research and Executive Education and the Ministry of Education and Vocational Training, the program is targeting youth with specific training that prepares them for career paths. The program is also engaging private-sector employers to offer them a value proposition that relates directly to the performance of their businesses through work-based learning strategies and services.


Job Summary / Responsibilities:


The Program Officer is a dynamic position offering a management growth opportunity. This position will provide administrative backstopping support including: processing administrative and payment requests; hiring of consultants and supporting approval requests for prime and sub-contractors. The PO will provide financial backstopping support including: monitoring prime and sub-contractor budgets; reviewing financial submissions and supporting program budget tracking and budget realignments for prime and sub-contractors. The PO will maintain contact with the field, will work with the Program Manager to monitor prime and sub-contractor work planning and the program monitoring and evaluation plan and will help ensure compliance with FHI 360 and USAID rules and regulations. The PO will participate in the development of work plans, will interact with program partners and will prepare presentations, may provide training and will support other related program objectives and deliverables. Part of this position also includes direct support of new business development efforts with regards to workforce development. This includes regular coordination of new business efforts, research and analysis including pre-proposal capture work, and contributing to proposal design and development.


Job Responsibilities:


  • Work with the Program Manager, Finance Manager to process administrative and payment requests; hire consultants and support approval requests for prime and sub-contractors; and to procure and monitor goods and services including consultants, contracts, sub-agreements, vendors, and equipment.

  • Verify compliance with internal procedures for the procurement of goods and services and complete and maintain all documentation in line with FHI 360 policies and USAID rules and regulations.

  • Work with the Program Manager to monitor prime and sub-contractor budgets; review financial submissions and support program budget tracking and budget realignments for prime and sub-contractors.

  • Coordinate travel authorizations, expense reports, and contract agreements to support implementation of the programs.

  • Maintain strong communication with field office staff.

  • Develop documents, reports, and briefing materials for consultants, staff, and clients.

  • Ensure documentation and reports are tracked regularly and adhere to existing standards.

  • Serve as the liaison for internal units, such as finance, contracts, centers, etc.

  • Support the private sector innovations/work force development team in producing data/researching new business

  • Work closely with various levels of management to develop proposals or provide support for proposals as well as support proposal teams to contribute to production of proposal sections, PPRs, capability statements, etc.

  • Possibly conduct capture work during proposal development phase.

  • Other technical related duties as assigned.

Qualifications:


  • Bachelor"s Degree or its International Equivalent International Development, Human Development or a related field.

  • 8+ years’ experience with program management, cross- cultural communications, US Government rules and regulations.

  • Experience on workforce/economic development programs is desirable.

  • Substantial experience using computerized information systems.

  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.

  • Must be able to read, write, and speak fluent English; fluent in host country language as appropriate.

  • Prior team lead experience preferred.

  • Demonstrated leadership experience preferred.
