Background
UNICEF has played a key role in collecting, analysing and using data about children for the last thirty years, as part of its broader mission to support children around the world to survive, thrive and reach their full potential. This next year is critical for UNICEF and the D&A Section, as it continues to fully engage in the SDG discourse, data revolution, and maneuvers within the changing, challenging and overcrowded data landscape to ensure better results for children. In addition, D&A is actively participating in the development of UNICEF’s new data strategy. The section requires additional support in 2015-2016 to be able to lead/participate in the upcoming critical activities that will in many ways define the future role of the section.
Purpose
This consultancy is designed to specifically address additional work needs during this critical period – both the start of the SDG development agenda and the D&A section undergoing a transition.
Major Duties and Responsibilities
· Developing inputs/drafting documents, presentations, brochures and other materials for key internal and external use. Development of key strategic draft materials related to D&A’s role in monitoring SDGs and D&As inputs to UNICEF’s new data strategy, inputs to data driven reports etc. (20 days)
• Deliverables:
i. Produce background draft document that captures D&A specific issues for input to the new UNICEF Data Strategy based on review of background documents supplied by D&A and interviews with key stakeholders as defined by D&A.
ii. Producing inputs to documents/statistical brochures highlighting D&A’s data (up to 4 days)
· Reviewing key documents (external and internal) and providing a summary and/or comments/recommendations for D&A Senior Management as required. This includes review of internal and external data driven reports (eg SOWC, IYCF, Countdown Report and profiles etc, strategic documents and other.
• Deliverables: Assessing accuracy and messaging of key upcoming data driven reports resulting in comments/recommendations for D&A’s consideration.
· Preparation of donor reports (both narrative and financial). This includes the $8 million BMGF final report, BMGF Countdown Grant and others
• Deliverables:
i. BMGF $8 million grant final draft report submitted by January 30
ii. BMGF Countdown Final report by January 30
iii. Others as required
· Fundraising documents and presentations.
• Deliverables:
i. Drafting and finalization of donor proposals to support the realization of funding needs for the section over the next 1-3 years
ii. Drafting and finalization of various materials for donor meetings including presentations, briefing notes, brochures etc.
· Drafting documents and coordinating the efforts to establish a new data repository for D&A
• Deliverables:
i. Submission of a 1st draft scoping document by October 30, 2015
ii. Submission of final scoping document and plan of action by December 31, 2015
iii. Project management – submission of monthly updates based on workplan outputs.
Timeframe
Start date: September 1, 2015 End date: June 30, 2016
The work will be carried out on a part time basis for total of up to 100 working days

Key skills, Technical Background, and experience required
Education:
Work experience in the international development community specifically working on data related issues as follows:
· Advanced university degree in one of the social sciences
· At least 10 years of experience at the senior level in national and international in development.
· Extensive experience working with data from MICS and DHS.
· Experience in developing documents, presentations etc. related to key strategic issues that include the current data issues that are of relevance to UNICEF’s Data and Analytics Section
· Experience in developing and finalizing large and small grant proposals with UNICEF’s key donors including BMGF as well as drafting/ finalizing donor reports
· Experience in drafting inputs for and reviewing data driven reports to specifically focus on key messages and accuracy
· Extensive experience in coordinating large stakeholders in order to arrive at a final conclusion (document or other) that is satisfactory for all involved
· Experience interpreting data and statistics for general audiences.
· Strong computer skills including Microsoft Office (Word, Excel, PowerPoint)
