United States of America: National Health Information Systems Advisor


MSH’s Health Programs Group (HPG) provides health care services and delivery systems expertise, as well as public health content expertise and knowledge in HIV/AIDS and TB; Maternal, Newborn, and Child Health; Family Planning/Reproductive Health; and other communicable diseases. The Senior Technical Advisor, National Health Information Systems serves a key role in HPG. In consultation with the Director, HPG Technical Unit, s/he sets goals and objectives to support and achieve progressively greater levels of national HIS performance and data use for planning managing, monitoring and evaluating national health service coverage, quality and client satisfaction in partner counties. The HIS advisor, with the support of the HIS technical working group, will develop and oversee the MSH strategy for support to national HIS development, including monitoring HIS development activities and products within MSH projects (both country and global), tracking the HIS and Information Communications Technology (ICT) skills of MSH staff at both the home office and in the field and continual observation of evolving donor interests in HIS and ICT development.


Specific Responsibilities


Technical Leadership/Technical Support


  • Identify and help provide appropriate technical support to MSH global, regional and bilateral projects for the design and development of improved national health information systems.

  • Support the development and delivery of training/learning processes of national service managers and staff in the use of service data, statistical analysis, planning and management of HIS development strategies and activities and application programs such as geographic information systems and other software such as DHIS-2.

  • Support the design and implementation of national and local surveys (facility- or population-based), including sampling, indicator selection, questionnaire development, data management, and statistical analysis.

  • Provide/help arrange technical assistance to projects supporting national HIS and subsystem design and development for national Ministries of Health, and NGO HIS data systems for NGO networks and for linking with the overall national HIS.

  • Contribute to the development and refinement of technical guidelines, process, and procedure documentation for national HIS and sub-system development, data use and M&E in national services and programs.

  • Represent the interests of HPG and MSH at internal and external technical meetings and conferences.

  • Keep abreast of technologies and innovations that can be usefully applied to health information systems such as mobile devices for data collection, alerts and information sharing.

Business and Resource Development


  • Lead the review and selection of new business opportunities in the field of national HIS and M&E development arising from all donors, applying criteria of relevance for national health systems development and within the capacity and expertise of MSH programs and staff.

  • Lead and contribute to the planning and formulation of proposals for new MSH central and country-specific projects addressing subjects related to national HIS and ICT development, data capture, management and use.

  • Direct the preparation of descriptions of technical briefs about MSH HIS support approaches, tools, methods and success stories for sharing as documents and web material.

Management/Coordination/Operations


  • Support and promote the interests and priorities of MSH and HPG, and contribute to MSH strategy development and HPG annual work planning processes.

  • Lead and maintain an active MSH Technical Working Group in HIS to foster continual improvement and success of the MSH HIS strategy for effective technical assistance and expanding global recognition.

  • Devise strategies and methods to foster expansion and capacity of human resources within and available to MSH in the field of HIS and ITC including:Strategies for involving increasing numbers of professional MSH staff in important HIS assessment and development processes in countries.

  • Create and expand a registry of HIS and ITC short-term technical advisors and consultants to be called upon when special skills are required.

  • Establish a system of monitoring and assembling products of MSH HIS-related activities across all global, regional and country projects.

Required:


  • Proven programmatic, technical, and managerial ability and interpersonal skills to collaborate effectively with professionals in a broad range of non-governmental, governmental, and international organizations within multiple socio-cultural contexts.

  • Graduate degree in a relevant discipline and experience in information system design, management, public health, or the social sciences in a developing country context.

  • 7 years of experience working in monitoring and evaluation (M&E) and health management information systems at country and international levels.

  • Demonstrated project management skills and experience in working within complex international projects to support HIS development and M&E efforts.

  • Experience in the design and implementation of national eHealth, IT and communications systems.

  • Experience in supporting and facilitating Ministries of Health in the formulation of national strategic plans for developing national HIS, M&E and data use.

  • Experience in supporting national enhancement of health information sub-systems such as:

  • routine health service data systems;

  • supply management data systems;

  • financial management data systems;

  • HRH management data systems;

  • national disease surveillance and outbreak control systems;

  • electronic medical records systems;

  • data system support for service performance contract administration;

  • national and local health survey design, implementation and data analysis and presentation;

  • development and management of national health service and program monitoring and evaluation, including indicator definition and data capture;

  • strengthening of national governance of HIS development and operations (legislation, regulations, standards, procedures and organization development).

  • Experience in designing and developing national staff capacity-building in HIS development, operations and management with emphasis on learning by doing.

  • Essential computer skills and experience in word and document processing, database design and development, spreadsheet analysis, and presentation programs; experience with DHIS2 and DATIM, the PEPFAR-specific version of DHIS2; iHRIS, OpenMRS, and ability to learn new software packages and applications.

  • Demonstrated ability to work as an effective team member, and to lead a team to achieve results in a complex and fast-paced environment; possess excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants.

  • Strong oral and written communication skills; and strong facilitation and negotiating skills.

  • English fluency.

  • Ability to travel internationally to countries in which MSH operates, 30% of the time, and domestically as required.

Preferred:


  • Strong verbal and written language skills in French or Spanish desired.

  • Knowledge of USAID and PEPFAR data collection and reporting requirements highly desirable.
