SUMMARY
IMC is a lead US international health agency who responds to the population’s health care, public health and psychosocial needs in humanitarian settings while also supporting the recovery of systems and services in transitional and development contexts. Currently, the Technical Unit provides support to field teams on public health and the wider social determinants inclusive of: reproductive health, gender based violence, mental health & psychosocial support, water and sanitation with monitoring and evaluation, social behaviour change, and disaster risk reduction cross cutting all sector interventions. The Nutrition and Food Security Unit provide technical assistance & normative guidance on all related interventions at both HQ and field level and are also supported by the M&E team.
The Senior Monitoring and Evaluation Officer, working as part of International Medical Corps’ Technical Unit, will contribute to implementation of the Monitoring and Evaluation strategy for technical assistance, capacity building and learning and accountability, and the Technical Unit Strategic Directions. The M&E Senior Officer will work closely with International Medical Corps staff at headquarters and in countries of operations of International Medical Corps to ensure highest quality standards are established and adhered to throughout the program cycle.
KEY DELIVERABLES (ESSENTIAL DUTIES AND RESPONSIBILITIES)
M&E systems and analysis (60%)
- Lead IMC’s efforts for consolidation of monthly data and support the analysis of data for the IMC Annual report: Support country teams with their processes for data collection, compilation, analysis and use of data to orient programming
- Work closely with the relevant departments in building IMC’s capacities for an organizational data management system; provide specific support to countries for their data management systems
- Provide technical support for design, implementation and analysis of periodic quantitative and qualitative data collection activities, including baseline and end of project assessments
- Support the design and roll-out of initiatives to strengthen International Medical Corps’ technical approach to program monitoring and evaluation from the field level to headquarters (including adoption of standardized indicators; performance M&E plans, activity and tracking tools)
- Contribute to team’s efforts of development of standards and good practices in M&E documents; being responsible of developing guidance (manual, users aids, training materials) for staff regarding specific topics related to M&E systems and analysis
- Provide support to specific projects’ quality assurance processes, including proposals and reports reviews
Technical Support (40%)
- Provide technical support to field teams for all ME&L related activities
- Provide technical input and review for reports and proposals to meet donor and International Medical Corps requirements;
- Design and review routine project monitoring and report forms and data flow mechanisms and oversee the management of data for regular reporting on program progress;
- Contribute to the development and implementation of strategies / tools to improve field teams’ ability to collect, interpret and aggregate data
- Train staff, stakeholders and implementing partners on M&E concepts, skills and tools
- Work with teams to ensure that lessons learned from project evaluations are integrated into new proposals

PERSON SPECIFICATION
• Masters level or higher degree in epidemiology, public health, social sciences, health information management, biostatistics or a related discipline;
• At least five years of experience in a humanitarian and/or development organization designing, implementing and overseeing monitoring and evaluations tasks;
• Quantitative and qualitative data collection/survey design, implementation and analysis;
• Competent in quantitative analysis
• Experience with database design
• Familiarity with tools and software platforms for data collection and information management, such as DHIS2, Dimagi, ODK, Kobo Toolbox, etc.
• Competent in MS Excel, word processing, Power Point and experience using statistical packages such as SPSS, EPI-info, STATA, SAS, etc.
• Excellent oral and written communication skills and ability to effectively communicate technical material to both expert and lay audiences
• Strong organizational and time management skills and capacity to coordinate work across multiple departments
• Demonstrated strategic thinking and analytical skills
• Fluency in written and spoken English is essential
