CARE USA is looking for the Associate Vice-President for Grants, Contracts and Donor Compliance who establishes strategy and manages the donor compliance function for CARE USA, ensuring that CARE policy and donor regulations are considered and respected throughout the grants and contracts cycle.
Working together with CARE’s executive management team and other key stakeholders, the Associate Vice-President maintains and updates CARE’s agreement and sub-agreement policies and procedures, assesses risk, develops and oversees the implementation of a comprehensive donor compliance program, and directs and coordinates appropriate capacity building and advisory services with regard to grant and contract management and donor compliance. He/she coordinates the development, implementation and monitoring of organization-wide corrective action plans.
The Associate Vice-President leads a small team of grant, contract and donor compliance specialists and works closely with staff in CARE’s International Programs & Operations group, CARE’s Shared Service Center in Manila, and other departments and CARE International Member colleagues. He/she manages the day to day relationship with US Government agencies regarding rules, regulations and compliance and ensures donor compliance support is provided for other US and non US donors.

Qualifications
• Master’s degree or an equivalent combination of a Bachelor’s degree and experience;
• A minimum of 10 years’ management experience in the grants, contracts and compliance field with a proven track record in an international and multicultural organization; successful professional leadership experience in non-profit and/or for-profit organizations in complex multi-stakeholder environments;
• Results-proven track record of improving and sustaining compliance in a complex global organization with multiple donors in a rapidly evolving environment;
• Sound judgment-problem solving, contract negotiation and conflict resolution skills;
• Ability to understand the detail as well as the big picture, and connect the two; synthesize information, draw conclusions and communicate recommendations and decisions to a variety of audiences;
• Capacity building—ability to effectively build organization and staff capacity across the organization, in close collaboration with key stakeholders of other members of the CARE International confederation;
• Leadership and organization – prove ability for managing and leading people; a team builder who has experience in scaling up organizations; ability to connect staff both on an individual level and in large groups;
• Familiar with fund accounting desired;
• Advanced written communications and presentation skills.
