The Director of the Strategic Information for Impact (SII) Unit is responsible for managing the SII unit and developing and implementing Monitoring, Learning and Evaluation (MLE) strategies to meet organizational goals in compliance with organizational and donor standards. S/he will serve as the primary PCI representative and liaison with field teams. In addition, this position provides technical assistance to staff at the International Office (IO) and in the field. This position reports to our SVP, Programs.
Support Senior Management and Organizational Positioning (10%)
Serve as a member of TSU, which collectively identify, resolve, and address key issues at regular management meetings.
Serve as the primary SII point of contact with country teams and other key stakeholders.
Build synergies with other PCI departments, units and field teams through high-level advice and counsel on all MLE areas.
Network and liaise with other international PVO/NGO MLE professionals, donor organizations and others as appropriate
Manage the SII Unit: (35%)
Oversee SII unit communications, including coordination of weekly SII team meetings and individual staff check-ins.
Resolve SII unit level issues that arise with staff, field teams and donors by offering and implementing constructive and practical solutions.
Manage the allocation of time and responsibilities for supervised personnel.
Conduct performance reviews of supervised personnel and provides feedback through informal and formal mechanisms, including regular team meetings, individual meetings, and annual performance reviews.
Provide mentorship to SII Unit members and strive to maintain a high level of staff retention through staff development, career growth opportunities, and staff loyalty.
Ensures the SII Unit’s effective implementation of MLE standards, compliance with donor requirements, MLE strategies, systems development, project-level monitoring and verification, data quality assessments, MLE capacity building, assessments and project design, mid- and final performance evaluations, and impact evaluations.
Lead efforts to design and implement an effective organization-wide MLE strategy (20%):
Lead the review and updating of organizational MLE materials, building upon previously designed strategy documents and previously implemented activities.
Strengthen the organizational capacity through the application of state of the art MLE methods and techniques, including program/project/study design.
Lead the development and implementation of a global MLE capacity building agenda.
Provide MLE technical support to the field: (15%):
Provide on-site and remote technical assistance in MLE system design and rollout for start-up countries and new programs.
Monitor implementation of MLE plans and provide technical assistance as needed.
Support the coordination, design and implementation of project evaluations, including baseline assessments and special studies.
Provide technical review and editing of drafts and/or write section reports, as needed.
Maintain effective coordination and/or provision of technical assistance on reporting as needed for relevant programs.
Ensure timely submission of reports; contribute to the enhancement of quality of the reports as needed for relevant programs.
Development of new and/or expanded programs, including proposal preparation, program design and planning as assigned (15%):
Collaborate and support proposal preparation for new and/or expanded programs
Provide technical assistance in writing, developing, and/or reviewing project proposals and detailed implementation plans.
Provide assistance on design of programs, projects, and studies, including review and provision of feedback on selected program/project/study designs, survey methodology and findings, performance monitoring plans, evaluation methodology and findings.
Support the identification, documentation and sharing, both within PCI and externally, of best and promising practices in support of and in coordination with a broader knowledge management effort (5%):
Support the development of effective systems for documentation and sharing of results both within and outside of PCI.
Support the identification of opportunities and provide support to share PCI’s promising practices with donors, other international PVO/NGOs and other relevant entities.
Provide support on the preparation and submission of abstracts to priority conferences.
Provide support on the development of manuscripts for publication, including adaptation of conference or resource materials, and generation of original content.
Monitor list-serves and other sources of SOTA information and share within PCI. Required Skills
Advanced degree (Masters required) in Public Health, Biological, Environmental, Social Welfare or Social Science.
At least 10 years of professional experience in management, staff supervision and MLE related to international development programs and sound experience in planning, programming and evaluation, with at least 5 years in a similar role.
Extensive experience with program monitoring and evaluation, including MLE strategies, systems development, project-level monitoring and verification, data quality assessments, MLE capacity building, assessments and project design, mid- and final performance evaluations, and impact evaluations”
Proven leadership ability and collaborative approach to finding solutions and achieving quality work.
Strong negotiation and facilitation skills. Proven capacity to effectively manage processes and programs, as well as manage and mentor staff with various levels of skills and experience.
