Chemonics seeks a compliance manager for the Compliance Department within our Risk Management Division. The Compliance Department works closely with regional, project office, and support division staff to provide guidance on regulations and policies to support contract and subcontract management and enhance the impact of Chemonics’ projects worldwide. It develops and disseminates policies, standards, and tools, as well as capacity building and training initiatives. Responsibilities include:
- In collaboration with other Risk Management staff, respond to regional, field office, support unit, and other corporate requests for assistance, information, and interpretation on a broad range of topics, such as: allowances, contract regulations, procedures and management; subcontracting procedures and management; grants under contracts; and issues concerning cost, pricing, and billing
- Review newly awarded contracts and ensure that all contracts and subcontracts are fully compliant with USAID and federal regulations and Chemonics’ policies and procedures
- Maintain currency in U.S. government contract issues
- Demonstrate technical competence in work products; review and provide comment on work products; and provide input to procedures, processes, reports, and other documents
Qualifications:
- Bachelor’s degree or equivalent experience required
- Minimum three years of experience in a for-profit contracting environment required
- Minimum two years of relevant project management, new business, and supervisory experience required
- Experience with a wide variety of contracts, including fixed price, indefinite quantity, cost reimbursement (award fee/fixed fee), and performance-based contracts; understanding of commercial, construction, and/or security contracts a plus
- Familiarity with federal, USAID, and other federal agencies’ regulations and policies
- Strong analytical and decision-making skills; ability to use logic and reasoning based on a wide range of experience and training to solve moderately complex problems
- Good interpersonal skills, ability to work independently and in a team
- Good presentation skills and ability to write and communicate verbally clearly and concisely
- Attention to detail and strong organizational and prioritization skills
- Experience living or working in developing countries preferred
- Ability to travel and work overseas four to eight weeks per year and willingness to consider placement on long-term overseas assignments
- Demonstrates leadership, versatility, and integrity
- French language fluency a plus
