PROGRAM/ DEPARTMENT SUMMARY:


The National Committee on North Korea, a program of Mercy Corps, is a member-based organization of persons with significant and diverse expertise related to the Democratic People’s Republic of Korea. NCNK and its members support principled engagement with North Korea as a means to promote peace and stability on the Korean Peninsula. NCNK also works to provide policymakers, non-governmental experts, and the general public with substantive and balanced information about developments in North Korea. NCNK is an independent program of Mercy Corps, an international humanitarian organization.


GENERAL POSITION SUMMARY:


The Program Associate will work closely with NCNK’s small team, and should be capable of managing multiple sets of responsibilities. Primary responsibilities for this position include organizing NCNK meetings and events, communicating with NCNK’s membership and the general public, updating the NCNK website, developing new initiatives, and assisting with research and writing.


ESSENTIAL JOB RESPONSIBILITIES:


Program Support


  • Help to plan and organize logistics for NCNK events and meetings, ensuring that that they run smoothly and do not go over budget.

  • Keep track of NCNK spending, income, and budgeting.

  • Draft sections of grant reports and proposals.

  • Provide research assistance to senior NCNK staff.

  • Write and edit NCNK issue briefs and other written products.

  • Attend and report on relevant conferences and events.

Outreach and Communication


  • Work with other NCNK staff to help build NCNK’s reputation as a leading organization promoting principled engagement between the U.S. and North Korea, and as a source for balanced and reliable information on the Korean Peninsula.

  • Update, maintain, and promote NCNK’s website and social media presence, and provide assistance with the planned re-development of the NCNK website.

  • Develop and manage a newsletter to communicate with NCNK’s members on a regular basis.

  • Expand and manage NCNK’s Student Membership program, helping to develop next-generation interest in U.S. engagement with North Korea.

Organizational Learning


  • As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve – we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.

Accountability to Beneficiaries


  • Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

SUPERVISORY RESPONSIBILITY: The Program Associate may have partial responsibility for training and managing NCNK interns.

WORKS DIRECTLY WITH: NCNK Executive Director


KNOWLEDGE AND EXPERIENCE:


  • Demonstrated understanding of policy issues related to North Korea, as well as knowledge of the U.S. policymaking process.

  • Prior internship or work experience in an office environment. Experience working or interning on Capitol Hill or in the U.S. government is a plus.

  • Strong written and verbal communication skills, as well as demonstrated ability to conduct in-depth research.

  • Bachelor’s degree required, graduate degree or commensurate work experience preferred.

  • Fluent (native-speaker level) in written and spoken English; Korean language skills preferred.

  • Significant experience with office productivity software such as Microsoft Office and Google Docs; experience with website management, desktop publishing software, or graphic design are all a plus.

SUCCESS FACTORS:


As part of a small team looking to expand its programming and visibility, a successful candidate must be proactive, flexible, and detail-oriented. He or she will support engagement with North Korea, and have an ongoing interest in researching and writing about topics ranging from nuclear proliferation, to humanitarian assistance, to inter-Korean relations. The candidate must be an effective communicator, and have excellent judgement in handling confidential matters appropriately. To grow in this position, the candidate should have the ability to build relations with a wide range of people in the DPRK policy community and the U.S. government.


LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:


The position is based in Washington, DC. Domestic or international travel for this position may be possible, but will be infrequent.


Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
