PSI anticipates being awarded a multi-year year project for an estimated $30 million to increase both demand for and access to a full range of quality, voluntary contraceptive services for adolescents in Ethiopia, Nigeria and Tanzania. This project will take a user-centered design approach for developing youth-focused RH interventions. The Associate Program Manager, East Africa position will provide programmatic, administrative, logistical, financial, and report writing support to this project, and in particular to the interventions being implemented in Ethiopia and Tanzania. This position will report to the Program Manager, East Africa with a dotted line to the Project Director.
PSI seeks entrepreneurial and dynamic candidates with an interest in private sector approaches to development for the position of Associate Program Manager, East Africa. This full time position is based in Washington, D.C.
RESPONSIBILITIES:
Programmatic
- Create and maintain internal process for tracking programmatic deliverables, including reporting to donor on programmatic progress
- Write and review donor narrative reports, and work plans, as needed
- Manage donor relations, as needed, including communications and meeting attendance
- Monitor contract compliance, close-outs and pending issues from a programmatic perspective
- Assist the Project Director in assuring program quality through the review of: quarterly performance assessments, donor deliverables, quality standards and research implementation;
- Sub-recipient management including, but not limited to, sub-agreement preparation, invoice review, and monitoring contract compliance
- Manage communications with overseas staff and act as the liaison between overseas staff and PSI/Washington regional, technical and functional departments as pertains to the programmatic management of the project (e.g. procurement, contracts, technical services);
- Coordinate workshops, conferences and meetings as pertains to project implementation
- Provide short-term technical assistance to field offices as needed
- Manage budget development and realignment for Ethiopia and Tanzania
- Track project expenditure against budget for Ethiopia and Tanzania
- Fulfill other functions as required.
QUALIFICATIONS:
- Master’s degree in a relevant subject (MBA, MIA, MPA, MPH, etc.) or equivalent experience;
- At least two years work experience in a developing country;
- Ability to work in a fast-paced team environment;
- Strong analytical/problem solving capabilities;
- Excellent writing skills
- Excellent quantitative skills, with particular emphasis on working with budgets and spreadsheets, and conducting financial analysis
- Two years prior office experience strongly preferred;
- Fluency in English;
- Proficiency in word processing, the use of Excel, and data analysis;
- Experience working with international donors; knowledge of the Bill and Melinda Gates Foundation and the Children’s Investment Fund Foundation (CIFF) preferred;
- Familiarity with international health issues; experience in adolescent sexual and reproductive health and rights a plus. The successful candidate will also have excellent analytical, interpersonal, organizational, and cross-cultural skills; demonstrated ability to perform and prioritize a variety of tasks on short notice within designated deadlines; able to maintain efficiency in a fast-paced work environment and an interest in future overseas posting with PSI.
