United States of America: MONITORING & EVALUATION SPECIALIST - STAFF ASSOCIATE


Tetra Tech ARD, headquartered in Burlington, Vermont (http:www.tetratechintdev.com/) is accepting expressions of interest from qualified candidates to join our Monitoring and Evaluation team. This position will support efforts to ensure Tetra Tech is developing, implementing and maintaining high quality performance monitoring and evaluation systems, compliant with client requirements and that serve program management. Tetra Tech endeavors to grow internal M&E capacity and capabilities through direct mentorship and training; therefore applicants who have never worked directly as an M&E Specialist are encouraged to apply. The ideal candidate will have excellent analytical skills; attention to detail in a fast-paced multi-tasking environment; creativity while ensuring compliance to client regulations; an eagerness to learn and grow professionally; facilitation and training skills/experience and; the ability to work in a variety of teams on a variety of types of programs.


This position will be based in the Burlington, Vermont home office.


Responsibilities:


* Deconstruct Requests for Proposals/ Requests for Task Orders Proposals to identify the results framework, potential indicators, relevant and applicable baseline and routine data collection strategies and methodologies, and financial and human resources needed to successfully implement an M&E strategy;


* Work as an integral member of proposal teams to provide guidance, direction and advice to ensure sound, client-responsive and innovative performance monitoring/ management plans;


* Draft M&E sections of proposals, other parts of proposals as needed, adapt and/or develop innovative tools for measurement of progress and achievement, adding to the Tetra Tech M&E’s suite of tools (e.g. ePORT);


* Conduct field visits to design performance monitoring/management plans, in close collaboration with Tetra Tech’s more experienced M&E staff;


* Provide on-going support to field projects as needed, including conducting internal DQAs, mentoring local M&E staff, and updating PMPs;


* Manage M&E informational resources; ensure M&E information and resources are current, available for staff, and widely disseminated;


* Help develop systems that link field M&E staff to promote information sharing and learning;


* Participate with the firm’s general business development, marketing activities and new business tracking.


Qualifications:


* Minimum of a Bachelor’s degree;


* Minimum of five (5) years of relevant professional experience;


* Experience as a trainer, both formal and informal;


* Advanced Spanish speaking skills required;


* Excellent analytical skills;


* Ability to lead and serve as an effective member on a variety of teams;


* Very strong interpersonal and communication skills (written and oral);


* Demonstrated writing ability;


* High level proficiency in MS Office applications;


* High level multi-tasking capabilities;


* Must be comfortable working in a fast paced and sometimes intense work environment;


* This position requires 10 to 25% international travel to developing, post-conflict, and transitioning countries;


* U.S. citizenship or a valid U.S. work permit is mandatory.
