United States of America: New Business Development Officer


The New Business Development Officer (NBDO), as a member of the New Business Development Unit (NBDU), contributes to and advances the following core resource development functions: (1) proposal planning, development and submission; (2) prospecting and strategic prioritizing; (3) positioning, relationship cultivation and donor stewardship; and (4) knowledge management and information sharing. The NBDU plays an integral role in quality control and coordination of program development functions across all geographic and technical sectors. Key responsibilities under each core function are detailed below.


Key Duties and Responsibilities:


  1. Proposal Planning, Development and Submission (40% LOE)

  • In support of the technical leads and/or country programs, facilitates the translation of program designs into winning proposals.

  • Provides writing and/or editing support for successful US Government funding proposals, including development of technical narrative sections and multiple attachments.

  • Facilitates the effective coordination of complex proposal teams, including drafting and managing task lists and provision of clear communication for optimal coordination of overall process.

  • Manages issues of document version control and sequencing of reviews, ensuring quality and timely submission.

  • Ensures proposals are 100% in compliance with donor guidelines, including timely submission of electronic and hard copy versions, per requirements.

  • Effectively presents programmatic information to donors in the form of letters of interest (LOIs), concept notes, capacity statements, past performance information, and other materials.

  • Requests feedback on proposal submissions, facilitates debriefs for proposal teams, and works to apply lessons learned to continuously improve the quality of future submissions.

  1. Prospecting and Strategic Prioritizing (25% LOE)

  • Serves as the NBDU liaison for specific PCI country programs as assigned, matching priority needs with viable funding opportunities; coordinating regular resource development communication and information sharing; and working with technical officers, field leadership and others to develop country specific resource development strategies.

  • Researches US Government, bi-lateral and multilateral funding mechanisms and identifies opportunities related to international development donor agendas.

  • Collaborate closely with Development Department on non-federal restricted funding donors, coordinating with and linking research to ongoing strategic prioritizing and relationship cultivation efforts among technical and field leadership, and other resource development staff.

  • Analyzes and summarizes viable funding opportunities for distribution to relevant technical and field staff and others as needed.

  • Tracks funding opportunities and advance information on solicitations, and facilitates the decision-making process among various PCI field and IO staff to reach consensus on whether or not to pursue an opportunity.

  1. Relationship Cultivation and Donor Stewardship (15% LOE)

  • In coordination with technical and country leads, develops strategies for donor cultivation and contributes to their implementation.

  • Assists with setting up donor meetings, making contact, preparing relevant materials, etc.

  • Captures, tracks and manages key donor information in Salesforce database, contributing to cross departmental efforts to improve the use of information.

  • Ensures effective donor stewardship through periodic correspondence, identifying opportunities for donor recognition, and appropriate sharing of program information, etc.


  • Works with technical leadership to develop organizational capacity pieces and other materials to share with donors and partners.4. Knowledge Management and Information Sharing (20% LOE)




  • Supports evidence-driven resource development through analyzing past performance, gathering information from reports and proposals, and corresponding with key field and technical services staff to inform decision-making on setting future donor targets and resource development strategies.



  • Distributes relevant research, lessons learned and news on global philanthropy with headquarters and field staff

  • Coordinates with the organization’s Development and MarComm Department to market PCI’s program achievements and technical capacities through the organization’s website and other media and networks.


  • Contributes to the organization’s proposal-tracking systems in collaboration with other PODD and organization-wide management information systems.




  • Reviews and edits donor reports as needed



In addition, the NBDO may perform other duties as assigned.


Position Parameters/Special Responsibilities Required:


  • Will require occasional international and domestic travel

  • Will require occasional night and weekend work during peak periods


  • May supervise support staff Required Skills




  • Bachelor’s degree in a relevant field (i.e. public health, international relations, or writing/journalism) or Technical Training and 3 additional years of relevant work experience; Master’s Degree preferred but not required.



  • Four to five years of professional experience, minimum of 2 years in a similar position.

  • Excellent writing and editing skills with demonstrated experience writing and coordinating proposals, preferably in the area of international development and/or public health.

  • Experience with US Government (USAID, USDA, CDC, etc.) funding mechanisms and solicitations.

  • Strong time-management skills and ability to manage multiple deadlines simultaneously.

  • Excellent interpersonal communication and coordination skills.

  • Spanish language skills highly desirable; French language skills a plus.

  • Strong organizational skills, detail-oriented, including ability to prioritize and manage multiple tasks independently.

  • Strong analytical skills and an eye for detail.

  • Ability to work independently and as an integral part of a team.

  • Strong computer skills, including internet research skills.

  • Experience with Salesforce a plus.
