United States of America: Director, New Business Development


The Director, New Business Development (NBD) provides overall direction and guidance for the execution of business development strategies that align with PCI’s priorities, mission, vision and core values for PCI’s US Government (USG) donors, other bi-lateral and multi-lateral donors, and certain designated large foundations. He/she manages PCI’s New Business Development Unit (NBDU). He/she will collaborate closely with the Development Department and other internal stakeholders across the organization to align resource development policies, strategies, systems, structures and approaches with the organization’s strategic priorities related to organizational growth and program development. The Director is responsible for providing overall direction and guidance for the continuous improvement of new business (NB) development procedures and processes, specifically in support of: proposal planning and development; donor prospecting and strategic prioritizing, and donor relationship cultivation and stewardship, to ensure that PCI’s NB development efforts are efficient, effective and of the highest possible quality and achieve annual goals. The Director will coordinate with the Development Department on the achievement of joint strategic organizational resource development goals ensuring that USG NB development efforts are well coordinated with and leverage private resources effectively.


Key Duties & Responsibilities:


Deliver on NBDU Resource Development Goals


  • Work closely with Development, technical services unit (TSU) and field offices to ensure that NBDU has a coherent multi-year strategy for achieving the strategic resource development goals of PCI’s 2020 Strategic Plan.

  • Ensure that NBDU has an annual plan for delivering on annual NB goals, which leverages the diverse strengths and capacities of PCI.

  • Ensure the development of high-functioning proposal teams and effective budgeting of resources (financial and human) in order to successfully carry out the organization’s “PURSUIT strategy”.

  • Serve as proposal leader/team member for select proposal submissions.

  • Write and/or edit selected proposals/sections, donor reports and other organizational promotional material, as needed.

Build external relations


  • Lead/facilitate public donor identification, targeting, relationship cultivation and stewardship in coordination with field staff, NBDU staff, TSU and other departments and units in support of securing direct program resources for the organization.

  • Network with NBD professionals in peer organizations to build potential NB partnerships and enhance organizational learning.

  • Represent PCI to public donors, partners, and other external audiences as required in support of securing restricted funding for PCI programs.

  • Work with the Development and Communication & Marketing Departments to support the development and maintenance of high impact marketing materials such as capacity statements, brochures, web content, etc.

Management of the NBDU


  • Oversee the operations of the NBDU, including supervision of NBD staff, consultants and coordination of the global NBD team, sustaining and developing a productive team of professionals through staff development and the strategic use of information for learning and performance enhancement.

  • Coordinate with the Development Department on the development and effective use of common resources such as staff, communication materials, common processes and procedures, etc. to avoid duplication and redundancies.

  • Coordinate with Human Resources on the development of a cadre of NB and technical writer consultants to augment PCI’s internal NB capacity.

  • Building on PCI’s existing PURSUIT model, oversee the development, strengthening and management of all systems, tools, processes, procedures and protocols necessary for successful resource development efforts.

  • Ensure NBD coordination and collaboration with PCI’s field teams, TSU, Development Department as well as with all other relevant departments and units.

  • Optimize PCI’s “PURSUIT strategy” aimed at increasing PCI’s capacity to secure funding and increase the overall proposal hit rate using evidence to drive strategic decision making.

  • Provide guidance and support for the effective positioning of PCI for NBD success at both headquarters and field levels, including support to early intelligence gathering, reconnaissance, marketing, and effective partnership negotiations.

  • Develop and participate in a capacity building plan for staff throughout PCI in resource mobilization, program development, proposal writing and related processes and procedures.

  • Advanced degree (MBA or Masters) in business management, international development, public health or other relevant technical area.



  • International NGO work experience at a leadership level.

  • 15+ years of professional experience and minimum of 10 years of relevant professional experience in new business development, including management of new business development systems and processes.

  • Experience with US government solicitations and funding mechanisms required, including USAID.

  • Proven successful track record of leading complex multi-million dollar multi-year proposal development processes preferably in PCI technical areas.

  • Demonstrated achievement in the design and implementation of new business development systems, policies and procedures.

  • Strong organizational skills and ability to manage complex teams, precise scheduling and multiple and shifting priorities.

  • Proven team leadership skills and ability to work effectively in a team environment with both technical and non-technical staff from various cultural backgrounds.

  • A passion for the mission and values of PCI

  • Excellent computer skills including Microsoft Office Suite.

  • Excellent writing and editing skills, specifically in the area of proposal development (writing, editing, compilation, submission and on-line application systems), including complex, multi-million dollar, multi-year US government-funded proposals.

  • Strong verbal communication and presentation skills, with training/facilitation skills preferred.

  • Excellent inter-personal and inter-cultural skills.

  • Ability to travel domestically and internationally up to 25% annually

  • Spanish and/or French language capability preferred.
