The Payroll Manager supervises payroll staff in carrying out payroll preparation/production in the payroll department and is responsible for overseeing global and multi-state payroll for MSH in a timely, accurate, and professional manner. The Payroll Manager may directly process payroll and contribute to payroll preparation, run high level reports, audit payroll balance sheets and YTD earnings, troubleshoot payroll issues, and communicate and partner with HR, Finance/Accounting to reconcile data sharing.
Specific Responsibilities
Manage payroll process through the efforts of the payroll team (60%)
- Review payroll and balance weekly
- Produce all reports needed to support and analyze payroll information
- Process year end reconciliations and documents (i.e., W-2 forms)
- Maintain a calendar of important dates affecting payroll
- Process disability calculations
- Maintain, update and distribute productivity report (staff hours), analyze all information, ensure numbers reconcile to payroll, highlight foreseeable issues for HR and trouble shoot
- Calculate and process bonuses as needed/requested
- Manage payroll-related projects
- Communicate payroll issues to management and employees (i.e., incorrect deductions, overpayments, etc.)
- Partner with Human Resources team on policies and processes affecting both departments
- Maintain confidentiality at all times
- Responsibility to external payroll processing system and implementation of automations between HRIS system, ERP, and ADP
Ensure tax and regulatory compliance for global and multi state employees (15%)
- Act as organization lead in technical requirements of global mobility and multistate taxation of employees
- Play key role in collaboration with HR management to ensure global mobility and multi state taxation of employees is accurate and timely
Special projects as assigned (10%)
- Play key role in special projects related to donor accounting for payroll, taxation of global mobility payments
Manage payroll staff (15%)
- Effectively provide daily supervision to 2-member payroll staff according to MSH policies and procedures
- Participate in performance review discussions and make recommendations for growth and development
Required:
- Master’s Degree in accounting, finance, or related field; or Bachelor’s degree and equivalent work experience.

- 7 years of relevant payroll and finance experience, at least 3+ years working in a global and multi state payroll environment; 3+ years of supervisory experience

- 7+ years of relevant payroll, finance, and people management experience preferably in a high volume nonprofit work environment
- ADP experience strongly preferred
Knowledge and Skills
- Must exhibit strong Excel skills and be comfortable utilizing different software systems to analyze and report on payroll
- Experience with payroll system development, including implementations and conversions preferred
- Experience measuring payroll efficiencies through metrics and regular reporting preferred
- Experience teaming with workflow improvements and ensuring timely and accurate payroll and benefit account reconciliations
- Experience with USG and diverse donor compliance requirements a plus
- Experience with local, state, and federal payroll law compliance and withholding requirements required; experience with international payroll management and related reporting and withholding strongly preferred
- Experience collaborating with HR management to ensure accurate and timely benefit reporting and taxation
- Fluency in a second language highly desirable
