International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of Health Sector Advisor in Los Angeles, CA or Washington, DC.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. JOB SUMMARY
The Health Sector Specialist/Advisor, Development Innovations leads project design for long-term, development opportunities. S/he serves as subject matter expert primarily on USAID and CDC program development to support an increasingly diversified portfolio. S/he may lead capture and pre-positioning, in key markets, for upcoming solicitations. The Specialist/Advisor will lead on developing the technical design and approach for large, complex health sector opportunities with country teams and new business staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Serve as capture manager for upcoming new business opportunities. This includes the following tasks (30%):
- Lead capture activities for large opportunities, including identifying competitors, local partners, meeting with donors and country staff to map out winning strategy
- Maintain a capture plan which provides the input/solutions on competitors, partners and win themes.
- Meet with donors, competitors, potential local partners, and other stakeholders with potential knowledge related to the relevant solicitation.
- Serve as technical lead or contributing subject matter expert on relevant solicitations (40%).
- Develop the technical solution with input from country team for review/input by other relevant technical and operations staff for write-up by proposal writer.
- Lead design workshops with n-country staff and partners.
- Draft results framework/logframe/TOC and other technical design components with input from country team and other technical staff.
- Assist in developing basis of cost estimates for pricing.
- Participate/lead reviews of technical proposal section, BAFO responses and oral presentations as requested by the donor.
- Identifying and helping to recruit top experts in relevant sectors
- Serve as lead technical writer as needed (30%):
- Write accurate, responsive, compliant, and compelling text: (Technical Approach, Results Framework, Personnel Write-Ups, Management Plan, Branding & Marking Plan, Environmental Compliance, and Security Plan).
- Incorporate win themes, theme statements, and highlights.

QUALIFICATIONS

- MPH or Masters in International development with a focus on one or more of the core sectors of IMC required (Nutrition, Food security, Livelihoods, MNCH)
- Demonstrated experience preparing and leading USG solicitations; experience with CIDA and AusAID a plus.
- 4-8 years’ experience in a technical sector focused on new business related functions in government contracting with demonstrable success.
- Must be able to articulate the specific functions that they fulfilled on winning bids and proposals
- Demonstrated success obtaining new business from governments clients, particularly USAID.
- Strong oral and written communication skills
- Experience communicating and networking with clients and key partners
