The Specialist, WFP Award Management, manages the proposal and agreement process for Save the Children’s food assistance and cash and voucher programs funded by UN’s World Food Programme. Responsibilities include overseeing the submission, tracking and approval of relevant award documentation into the SCUS and SCI online award management systems. The Specialist is also responsible for tracking of and assisting with reporting requirements and inputting information into various account tracking and management tools. While the day-to-day responsibilities of the Specialist will be on management of WFP awards, the position may also include visits to country offices to support WFP program implementation and deployment to humanitarian emergencies to provide support in WFP proposal development and program implementation.
Essential Duties, Responsibilities and Impact
Manage WFP proposal development/review and Field Level Agreement (FLA) review/approval processes (40%):
Conduct proposal development and review
Coordinate and consolidate Technical Assistance, Finance and Contracts and Grants inputs and approvals for proposals
Review and provide input into FLAs and amendments
Track and facilitate approvals for FLAs and amendments
Oversee the submission, tracking and approval of proposals, agreements and fund summaries in SCUS and Save the Children International (SCI) online award management systems (40%):
Prepare, review, and ensure the posting of relevant WFP documentation on relevant internal systems, including budgets, agreements, fund summaries, and amendments
Coordinate with the Food Operations Technical Unit (FOTU) and finance teams in the tracking and reporting of food commodities and cash and voucher programs in portfolio
Provide input into WFP reporting and account tracking and management tools (10%):
Track WFP reporting requirements and assist COs in report reviews prior to submission to donor
Update WFP account tracking and management tools
Provide input into various WFP account presentations and reporting formats
Track against agreement budgets and Budget versus Actual (BvA) Analysis for projects in portfolio
Respond to critical WFP account management needs and emergencies (10%):
Required Background and Experience, Skills and Behaviors
Required:
BA/BS in Humanitarian/International Affairs, Business Administration or related field
3-5 years program and grant management experience in humanitarian/international development contexts
Experience in proposal development, project management and budgeting
Excellent inter-personal skills with the ability to work within large and diverse teams in frequently stressful environments
Ability to manage a complex and varied workload, while adhering to tight deadlines
Proficiency in MS Office suite and ability to master new systems
Excellent written and spoken English skills
Willingness and ability to travel as required
Preferred:
Advanced degree
Language skills in French and/or Arabic
Experience with WFP or similar food programming, including cash and voucher programming
Experience with a range of assessment techniques
Experience with large, international NGO
