This position is accountable for facilitating the achievement of LIRR Operating Departments’ safety goals and the Corporate Safety Department’s goals by promoting the safety of employees, customers, the community, and accident prevention through the coordination, design, and implementation of safety/accident prevention activities and programs.
Responsibilities
Responsibilities may include but are not limited to:
- Promote Customer, Employee, and Third Party Contractor Safety through inspections and observations during all shifts, 7 days a week as required.
- Conduct inspections of LIRR facilities and yards.
- Conduct observations of employees and contractors, addressing compliance and non-compliance with Corporate Safety Rules.
- Has the authority to cease work or rail operations if deems imminent hazard to life or property exists.
- Maintain written documentation and electronic record-keeping for all inspections and observations as required.
- Communicate findings and recommendations to end user departments ensuring correction of deficiencies is completed as required
- Provide reports as required.
- Ensure compliance with all applicable regulatory requirements addressing deficiencies.
- Participate in the implementation of recommendations and evaluation of their effectiveness that result from investigations.
- Maintain accident records for trend analysis, periodic and ad hoc reports for LIRR, FRA and other agencies:
- Work with departments as required to implement and evaluate recommendations as a result of accidents and incidents.
- Maintain written documentation and electronic record-keeping for investigations as required.
- Communicate findings and recommendations to end user departments; including following through to determine if recommendations can be implemented.
- Provide reports as required.
- Participate as required in on-call response to address trespasser strikes, derailments, grade crossing incident, train evacuations, etc.
- Serve as expert witness and provide subject matter expertise when required to federal/state or other regulatory authorities.
- Promote Customer and Employee Safety through the research, development, and implementation of safety initiatives:
- Training including New Employee Orientation, Management Training, Accident Investigation Training, etc.
- Awareness campaigns including Gap Safety, Escalator/Elevator, etc.
- Conduct community outreach including Operation Life Saver.
- Special Projects
- Support operating department safety initiatives, facilitate resolution of concerns, provide support for service disruptions and emergencies.
- Participate in safety committee and partnership meetings.
- Participate in safety walks.
- Address employee safety concerns as required investigating and mediating between management, union, and employee.
- Support Situation Room and Office of Emergency Management coverage as well as assessment of environmental and workplace conditions during recovery operations as required.
- Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
- Perform other assignments as requested by Senior Management.
Qualifications
- Bachelor’s Degree in Safety Management, Physical, Biological, Environmental, and/or Occupational Health Sciences. Demonstrated equivalent experience, education and/or technical credentials may be considered in lieu of degree, subject to approval.
- Must have a minimum of 5 years progressively responsible experience in a safety related capacity in a complex operating environment.
- Ability to develop and implement safety programs and procedures.
- Thorough knowledge of Occupational Health and Safety Administration (OSHA), Federal Railroad Administration (FRA), New York State Department of Health and Department of Labor regulations and ability to keep current with related Federal/State regulations.
- Must be available, on a rotational, 24/7/365 basis or as required.
- Must have a valid driver’s license from the state of your legal residence and the ability to travel to various locations during the scheduled work day.
- Strong leadership skills with the ability to make decisions within a rapid and demanding environment.
- Demonstrated problem solving and analytical skills.
- Excellent oral, written communication and presentation skills.
- Strong interpersonal skills to interact with all levels in the company and external sources.
- Proficient in Microsoft Office (Access, Excel, Outlook, PowerPoint, and Word) for research and report preparation.
- Ability to maintain confidentiality of sensitive information.
Preferred/Desirable Skills/Qualifications:
- One or more of the following designations: Associate in Risk Management, Certified Fire Protection Specialist, Certified Industrial Hygienist, Construction Health and Safety Technician, Certified Safety Professional, Professional Engineer, Project Management Institute credentials
- Familiarity with union working environment.
- Knowledge of Railroad Operations.
