Project Summary: **
MSI will conduct a performance evaluation on the current iteration of the USAID Cooperative Development Program (CDP). The evaluation will be undertaken through USAID’s E3 Analytics and Evaluation Project, for which MSI is the lead implementer. The evaluation will assess CDP activities from 2010 to 2016 in order to inform the next round of program funding, which is anticipated to begin in 2017. Past performance of the CDP should be considered to the extent that it can illuminate best management practices and ramifications for future program design options.


Position Summary:
MSI is currently seeking a Team Leader for a performance evaluation on the current USAID Cooperative Development Program (CDP). The successful candidate will have extensive experience working with cooperatives and organizations supporting their development, as well as considerable experience evaluating donor (preferably USAID) programs. The Team Leader will lead an evaluation team, including providing technical expertise in the development of evaluation design documents, overseeing the preparation of data collection and analysis plans, pretesting and finalizing data collection instruments, conducting in-country as well as remote data collection, overseeing data analysis, serving as lead author of the evaluation report, and presenting evaluation findings, conclusions, and recommendations to USAID and its invitees.


Responsibilities:


  • Participate in the identification and selection of evaluation team members.

  • Ensure that evaluation team processes and products meet the requirements and quality standards of MSI and USAID.

  • Consult with the MSI team, USAID staff, and other relevant CDP stakeholders to define the scope of the evaluation and other key considerations to ensure it aligns with USAID’s objectives.

  • Develop and refine the evaluation approach and methods, as well as data collection instruments, data collection plan, data analysis plan. This will include providing key technical inputs for the Evaluation Concept Paper (if required) and the Evaluation Design Proposal.

  • Direct and oversee pre-field work including desk research.

  • Direct fieldwork and put in place necessary mechanisms for data quality assurance.

  • Carry out research and analysis based on the approved methodology for the evaluation; this may include reviewing and analyzing secondary documents, as well as supervising and conducting data collection in one or more of the countries where CDP is implemented, and other approaches to collect and analyze data.

  • Oversee data analysis activities based on the approved analysis plan and Evaluation Design Proposal.

  • Lead presentations to USAID regarding findings, conclusions and recommendations from the evaluation.

  • Prepare all key deliverables including but not limited to USAID and implementing partner debriefing presentations, and the draft and final evaluation report.

Qualifications:


  • Must have a minimum of Master’s Degree in a relevant field and at least 10 years of professional experience in international development program implementation and evaluation.

  • In-depth knowledge of and prior experience working with cooperatives and cooperative development organizations in developing countries.

  • Excellent analytical and report writing skills, as well as strong skills in quantitative and qualitative research methods.

  • Demonstrated experience leading teams for evaluations/assessments for international donors, preferably for USAID.

  • Familiarity with USAID program cycle guidance and policy as well as USAID Evaluation Policy strongly preferred.

  • Native or near-native fluency in English including speaking, writing, and reading.
