United States of America: Senior Grants and Administration Manager

Position Summary:


The Sr. Grants Manager is responsible for providing systemic support and structured guidance for all grant management activities at the headquarters level. Additionally, the incumbent is responsible for overseeing the Grants Management System (GMS), leading its formalization efforts and maintaining activities for the provision of services significantly accomplished through grants to non-profit organizations, local government organizations, and non-government organizations.


Reporting & Supervision:


The position reports into VP & Sr. Director, Field Support and Management Systems Division


Expected Outcomes:


  • Expert level contributions to Creative corporate approach to grants management;

  • Technical direction, managerial support and regular oversight as Creative’s grants management authority;

  • Significant contribution to developing and monitoring project performance indicators as part of Division’s overall quality assurance process;

  • Dynamic representation, systemic support and structured guidance for all aspects of grant management to HQ and field staff; and

  • Supervision and nurturing of key staff in the field and the corporate office.

Primary Responsibilities:


  • Work collaboratively with various levels of management to support organizational policy development, standardization of grants management and oversight, and quality control of grants systems;

  • Actively initiates, contributes and oversees the review and revision of Creative’s and grants administration policies and procedures;

  • As part of implementation of Quality Management Systems (ISO 9001) standardize approaches, processes, documents and priorities to efficiently and effectively support grants operations;

  • Monitor compliance with Client rules and regulations and Creatives policies and procedures through formalized grants program reviews and IDMS desk reviews;

  • Works with the field COPs, operations personnel, and HQ Finance and Contracts Divisions to ensure the grants needs of the projects are met using approved standards and formats;

  • Develop and conduct grants management training at HQ and in the field;

  • Provide vision and a roadmap to further develop the activity management module of the IDMS;

  • Liaises closely and serves as a resource with the COP and DCOP on all matters related to implementation of an effective sub-awards program.

Required Skills & Qualifications:


  • Experience with and knowledge of USAID and other institutions’ grant making initiatives, policies, procedures, grants management processes, and regulations;

  • Eight (8) or more years of experience working with U.S. government-funded (preferably USAID and DOS) contracts, grants and cooperative agreements with understanding of field management and operational issues;

  • Knowledge of ADS series, with an in-depth understanding and knowledge of ADS 303;

  • Minimum of 3 years of a leadership position in award management position;

  • Minimum of 3 years field experience in international development;

  • Strong written and oral communications skills and ability to draft clear, concise policies and guidelines;

  • Track record of working with teams in HQ and in field operations and grants management;

  • Highly organized work habits, attention to detail, and an ability to produce work products to tight deadlines;

  • Knowledge of international development and operations desired; and

  • Ability to travel.

Desired Skills & Qualifications:


  • Spanish and/or French language skills; and

  • OTI Experience.
