Job Summary
Works within the vision, mission, and philosophy of the agency. Effectively recruits, determines eligibility and agency fit based on initial screening, and efficiently certifies qualified foster and adoption families for the Foster Care and Adoptions Services Program within assigned geographic area.
- Flexible schedule- based on the families that you will be serving; weekend work will be required on occasion to support with recruitment efforts; excellent communication and directly related experience needed.
Essential Duties
1. Recruit foster and adoption families within a targeted geographic region. Develop, implement, and evaluate recruitment strategies that are specific to the needs of children in assigned communities.
2. Identify and develop sourcing opportunities for recruiting quality foster and adoption families.
3. Develop and implement marketing and advertising plan.
4. Develop and implement processes to ensure that recruitment and certification services are available in both English and Spanish, as needed, to attract qualified families.
5. Monitor recruitment advertising costs ensuring all expenditures are within approved budget.
6. Develop a strong working partnership with program staff, other internal customers, county personnel, resource families, local agencies, business and civic organizations, and other community representatives.
7. Influence and motivate potential foster and adoption families to participate in the challenges and rewards of foster parenting.
8. Screen inquiries from prospective foster parents and determine best program fit.
9. Orient prospective families to the foster care system and assess their abilities, motivations, and expectations.
10. Conduct Foster Parent training.
11. Participate in regular placement team meetings.
12. Maintain a database of prospective families and ensure that their progress through the recruitment and certification process is appropriately and accurately tracked.
13.Prepare reports that analyze and interpret recruitment, certification, and advertising statistics.
14. Foster and value diversity in all recruitment and certification efforts.
15. Employees in the Multidimensional Treatment Foster Care program (MTFC) will perform these additional duties:
- Promote the Multidimensional Treatment Foster Care program (MTFC) program services in the community.
- Make Parent Daily Report (PDR) calls and reports.
- Provide training for Multidimensional Treatment Foster Care program (MTFC) foster parents.
16. Perform other related responsibilities, as assigned, to support specific department/business needs.

Education Requirements
- High School Diploma or General Education Development (GED) required.
Experience Requirements
- One (1) year experience in foster parent recruitment required.
Preferred Qualifications
- Bachelor’s Degree (BA/ BS) from a four-year college or university in related field with two (2) years of related experience or equivalent combination of education and experience preferred.
- Bilingual English -Spanish preferred.
Other Specific Requirements
- Must pass Department of Justice (DOJ), Federal Bureau of Investigations (FBI), and Child Abuse Index Check (CAIC) background clearance, if applicable.
- Valid California Driver’s license with two years experience driving and clean driving record may be required.
