This position manages the regional business office under the supervision and guidance of the Operations Services Division Regional Manager, with fiscal management oversight from the department’s Financial Management Director. The position is responsible for planning, implementing, administering and evaluating the financial and procurement operations in the region. The position conducts details analysis of financial information and provides guidance to the Regional Management Team. The position provides staff supervision and leadership so that business office services are carried out in an ethical, efficient and customer focused manner. Responsibilities include:
1) Plan, develop and direct the fiscal operations and services in the region. Ensure financial transactions are in compliance with generally accepted accounting principles (GAAP), state and federal laws, state accounting and procurement policies.
2) Direct and manage all procurement activities for the region to ensure an effective practice that is in compliance with all State of Minnesota laws, policies and procedures.
3) Supervise, lead and direct the regional business office staff so that financial and general administrative functions are carried out in an ethical, efficient and customer focused manner.
4) Manage the Federal Emergency Management Agency (FEMA) process for public assistance requests and reimbursements for all non-fire natural disasters in the region.
5) Represent the division/region and participate in fiscal activities so that programs of the division are accomplished, essential services are delivered and customer needs are met. Perform other duties as assigned.
6) Demonstrate commitment to the department’s safety culture by providing leadership and guidance to employees that encourages safe behavior in the work place. Ensure a safe work environment .
Qualifications

Bachelor’s degree in accounting, business, or finance;
OR
-Four years of professional accounting experience.
AND
-Two years of experience as a supervisor or lead worker for accounting staff.
-Thorough knowledge and understanding of accounting principles and practices, including auditing, budgeting contracting and reporting requirements.
-Knowledge of the state’s appropriation, budgetary, contracting and accounting systems, or comparable.
-Professional/consultant or construction contract management experience, e.g. writing Requests For Proposals (RFPs), bidding and awarding contracts.
-Strong interpersonal skills, teamwork skills and customer service orientation sufficient to lead a team of accounting staff and provide excellent communication and customer focus.
-Spreadsheet and database skills sufficient to develop and utilize reports that inform and enable effective management.
-Ability to develop and implement procedures to increase the efficiency and effectiveness of the fiscal/procurement operations; prepare and interpret complex fiscal records and reports, recognize problems, and effect solutions; speak and write effectively.
-Skilled in computer word processing, spreadsheet and email communication programs (Microsoft Office) and databases.
Preferred Qualifications:
– Knowledge of Minnesota financial policies and procedures.
-Knowledge of state purchasing and contracting policies, procedures and laws.
-Experience working with the State’s financial systems, SWIFT and SEMA4.
-Familiarity with the language and intent of appropriation laws and statutes governing fiscal management, rules and governmental policies related to natural resource activities in Minnesota.
-Knowledge and experience in writing and modifying policies and procedures.
-Knowledge and experience in continuous improvement or business process design.
-Ability to manage numerous large projects simultaneously.
-Understanding of DNR’s accounting structure, policies, goals and guidelines.
Physical Requirements
Light Work – occasionally lifting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job is in this category may require walking or standing to a significant degree or may involve sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.
Additional Requirements
This position requires an unrestricted Class D Driver’s License with a clear driving record.
