Description:


This position is based in the Social and Economic Development (SED) Business Unit and will support several departments, including: Youth, Environment, and TechLab. More than half of the workload is to provide financial management for the USAID-funded Youth Power IDIQ, as well as related task orders (TO). Specific tasks include preparation of project, G & A, and proposal budgets, pipelines, LOE analysis, and funder financial reports, as well as monitoring overall financial health of project and working with technical staff to understand project activities and impact on project finances. In addition, this role will support subcontract and grant activities, including: pre-award assessments, review of sub budgets, invoice payments, compliance and monitoring. Other duties may include: as-needed support of BU Business Manager, review of detail transactions, cost allocation, running financial data/reports from financial system, review of field accounting and staff expense reports, producing additional financial analyses, entering or approving procurements in CostPoint, and potentially representing the BU on FHI 360-wide committees or task forces.


Job Summary / Responsibilities:


The Associate Director of Finance, Youth will be working closely with the Business Manager. More than half of the workload is to provide financial management for the USAID-funded Youth Power IDIQ, as well as related task orders (TO). Specific tasks include preparation of project (including buy-in), G & A, and task order proposal budgets, pipelines, LOE analysis, and funder financial reports, as well as monitoring overall financial health of project and working with technical staff to understand project activities and impact on project finances. This role will support subcontract and grant activities, including: pre-award assessments, review of sub budgets, invoice payments, compliance and monitoring. In addition, s/he will assist the Business Manager with monthly and quarterly reviews; revenue, LOE, and other analyses; annual planning and budgeting; audit responses; and financial oversight of the SED portfolio. The Associate Director of Finance will also:


  • Manages, prepares, administers and directs the control of the budget.

  • Reviews and analyzes monthly financial reports regarding budgets- actual and forecast.

  • Participates and provides financial reporting for annual budget planning, audit reviews and assessments.

  • Manages the activities of the financial analyst staff.


  • Regularly performs analysis and conducts research to provide information to project, team and BU management.




  • Prepare monthly reviews of the financial status of all projects to ensure that they are operating within budget and according to contractual obligations. Monitor costs and commitments against budgets and obligated funds.




  • Assists with the preparation of budgets for projects funded by various government, and donor agencies, foundations, as well as proposal budgets as needed.




  • Oversees proper allocation of expenses to funding source and expense categories, and ensures reallocations are processed, as necessary.




  • Prepares internal and external financial reports, as required by funders, and in appropriate formats.




  • Assists with review of sub and grant procurement packages. Perform financial assessment of potential subs. Review sub vouchers for accuracy and compliance with budgets and billing requirements.




  • Prepares Level of Effort analyses.




  • Works closely with project technical and program staff to ensure understanding of work plan activities, associated costs, and impact to project budgets. Communicate any concerns to project staff.




  • Provides and reviews recommendations for financial planning and control, providing relevant fiscal information to executive or senior management team.




  • Assists with development and management of internal financial audits.




  • May develop formal reporting system to communicate results of audit activities to management and regulatory compliance agencies.




  • Experience in comprehensive management of business support and compliance functions in organizations funded via government, contracts and grants, foundation, and commercial sources.




  • Duties require broad conceptual judgment, initiative and ability to deal with a wide range of finance issues.




  • Works with confidential data, which if disclosed, might have significant internal and / or external effect.




  • Performs other duties as assigned.



Qualifications:


  • Bachelor’s Degree or its International Equivalent – Finance, Business Administration, Accounting or Related Field.

  • Typically requires 8+ years of finance management experience.

  • Past experiences managing and leading a finance department is required.

  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.

  • Must be able to read, write and speak fluent English; French fluency is required.

  • Prior work in a non-governmental organization (NGO).

  • Experience working with an international organization.
