Position Summary:
The Deputy Director works closely with the Executive Director to provide strategic planning, development, and oversight for the entire organization. The position provides direction, oversight and development assistance to headquarters and international field offices related to establishing and implementing programs and organizational policies and procedures in support of the organization’s mission and vision.
Duties include the following:
· Functional supervision over HQ administrative staff, including the Director of Admin Operations Headquarters, located in the Seattle Headquarters office.
· Facilitates collaborative relationships with University of Washington partners and monitors administrative and operational relationships with UW institutions. Attends UW DGH faculty meetings.
· Facilitates collaborative relationships with related programs and educators, government agencies, NGOs and foundations to address the organization’s mission to improve health systems in resource poor countries.
· Director of Finance is responsible for production of the annual operating budget and the Director of Operations is responsible for Overhead budget. As the supervisor for both these positions, actively participates in, and oversees the development of the annual operating budget and all proposal budgets and spending plans.
· Convene regular management meetings with administrative staff regarding vision, goals and objectives, establish and review reporting mechanism(s) which analyze programmatic performance.
· Ensures contractual and operational compliance with terms set by funding organizations, relevant governmental jurisdictions and organizational standards.
· Guides leaders and administrative managers and international site managers in establishing quality standards for planning and implementing HAI operational programs, including monitoring and evaluation, quality assurance, training activities, and technical assistance to support program implementation, decision making and operational success.
Position Responsibilities:
Operations Management & Oversight:
· Monitor operations and administrative activities across the organization including human resources, finances, grants management and general administration.
· Lead development and implementation of strategic planning for administrative strengthening, in partnership with the Director of Operations.
· Oversee close collaboration between administrative/operational staff and program staff to meet organizational goals.
· Oversee operational management of new projects, grants, and organizational obligations to ensure alignment with HAI’s organizational Mission and Vision.
· Oversee and ensure adherence to HAI policies and procedures across the organization and design processes for internal auditing and formal monitoring of HQ and field operations.
Organizational Development:
· Overseeing, developing, and motivating global HAI staff. Defining the evolving role of the organization’s team structures.
· Creating staffing models and organizational structures necessary to support organizational goals.
· Assessing and implementing the new policies, procedures, systems or technologies as needed.
· Creating programs to enhance the capacity of staff by identifying and managing training and development opportunities.
· Continuously appraising and evaluating the results of the HAI programs and administration and advising the Executive Director, Senior Staff, and Board of Directors of findings on a timely basis.
· Staying abreast of legal, regulatory, policy and industry trends and emerging issues as they relate to the organization and resource constraints inherent in HAI’s working environment.
· Identifying associations, alliances, meetings and workshops, and other resources for supporting and strengthening organizational intelligence and capacities. Examples include; APHA; memberships to Global Health Alliance; InsideNGO and others.
Strategic Planning & Policy:
· Together with the Executive Director, develop short-term and long-term plans in support of HAI’s mission and vision.
· Assist in developing and leading the implementation of the overall strategy for HAI organizational initiatives by: fostering innovation, identifying potential opportunities and challenges, identifying business requirements for new operations implementation.
· Developing and maintaining strong working relationships with key partners within a multi-disciplinary, multi-cultural environment. Specifically, maintaining strong relationships with HAI donors and supporters, local Ministries of Health and the University of Washington Department of Global Health and other UW partners.
· Research organizational needs both site specific and organization-wide to identify potential challenges and develop strategies for implementation.
· Building strong partnerships with peer organizations to provide input into setting the direction of the organization from both an operations and a programmatic perspective.
Program Development:
· Participate with program staff in identifying new project opportunities and support grant and project proposal development.
· Monitor development of new projects to ensure fidelity to HAI policies, procedures, mission and vision.

Requirements:
· MPH or PhD plus MPA or MBA
· 3 to 5 years of prior experience in management and organizational administration to include relevant experience in management of programs in international settings and supervisory experience.
· International public health NGO/Non-profit experience and experience managing USAID grants and contracts, or other US federally funded grants.
· Knowledge of USAID/USG regulations.
· Experience directing program management and implementation, administrative systems such as: human resources, accounting, grants management, information technologies, with the ability to keep abreast of changes in the international non-profit world.
· Must have a proven record of accomplishment with a history of attracting, developing and retaining high potential staff members and building effective organizations.
· Must possess strong interpersonal, analytical and conceptual skills.

Conditions of Employment:
Travel internationally to field offices in Africa and South East Asia approximately 15% per year. Travel to field locations in resource poor areas to assess operational needs and coordinate with staff. Work often falls outside of regular work hours to accommodate communicating with international field offices.
