NCBA CLUSA seeks a dynamic, forward-looking, flexible, and team-oriented leader in Monitoring, Evaluation, and Learning (MEL) to develop and lead the organization’s MEL systems and culture as part of the senior leadership of CLUSA International. This position is critical for building the organization’s MEL quality and its ability to better measure development programs’ impact, lessons learned, successes and shortfalls, and providing feedback for decision-making and learning. Based in NCBA CLUSA’s Washington, D.C. office, the Director of Monitoring Evaluation and Learning designs and implements an organization-wide framework, strategy, and system for high-quality monitoring and evaluation, learning and knowledge management.
The system that this position will develop and implement will ensure quality reporting on organization-level metrics, donor reporting, and field data to better understand and disseminate program information, strategies, and approaches. S/he will work in close collaboration with internal stakeholders to integrate technical tools and approaches into the projects/programs and ensure that the project’s technical foundation is solidly anchored in quality and performance improvements.
The position evaluates, selects and implements appropriate technologies and platforms, including an integrated on-line web-based system that builds on current field-level program M&E systems and effectively integrates with other organizational systems. The Director of Monitoring Evaluation and Learning provides M&E technical assistance to field programs, and analyzes and documents project/program results and impacts, and compiles agency-wide reports and all other submissions to appropriate parties, and assure transparency in the performance data system. S/he participates in the determination of performance indicators and targets to assure that the expectations and required results are understood. S/he works with the Business Development Team to provide quality inputs on proposal MEL strategy and approaches. The position is responsible for designing and maintaining a system to support continuous adaptive learning and management throughout NCBA CLUSA’s projects lifetime.
ESSENTIAL AREAS OF RESPONSIBILITY:
Organization (40%)
· Works with senior leadership to upgrade its monitoring, evaluation, and learning conceptual framework. Reviews and evaluates current field-based monitoring and evaluation systems and determine areas for improvement, standardization, and training. Works with organizational technical resources to design, implement and manage the on-line monitoring system for all NCBA CLUSA field programs including the integration of technology based devices such as mobile devices to capture data instantly.
· Integrates both monitoring processes for donor requirements and NCBA CLUSA organization-wide monitoring needs; leads the process to refine a set of impact and process indicators that will be integrated into these M&E systems with the aim to quantify NCBA CLUSA impact across its portfolio of projects.
· Lead effort to implement an integrated web-based system for international development functions using software that stores, displays, manipulates data and generates reports and dashboards for M&E, learning, data collection, analysis, knowledge management and information sharing.
· Documents processes in a field manual with templates for easy use and modify and update as necessary;
· Works with department managers to identify and implement system solutions for areas such as grants management, knowledge management and others.
· Trains Program Management Team to provide back-up support to field in basic monitoring needs.
· Works with the communications team to prepare periodic publications to publicize impacts of projects and the organization as a whole.
· Compiles bi-annual organization-wide data for those indicators determined as NCBA CLUSA-specific including the annual report.
· Manages quarterly reviews and planning with technical and operation team.
Project-Specific (30%)
· Provide M&E oversight and support to all active projects (20)
· Trains field staff in monitoring processes and standard procedures and templates.
· Trains NCBA CLUSA monitoring staff based in the field to become master trainers and provide systems back-up support in the field.
· Spearheads M&E start-up in each newly launched project to ensure properly trained staff and system set-up including the design of Performance Monitoring Plans; Plan and review of all baseline survey and mid and final reports terms of reference, ensure quality in analysis of reports, and integration of baseline data in performance monitoring.
· Reviews all monitoring data for accuracy in donor reporting and organizational communications materials.
· Provide support to field teams in all data quality assessments (DQAs) and other assessments.
Business Development (30%)
· Support all business development proposal efforts, providing appropriate M&E plans, results frameworks, indicator development support and budgeting.
· Other duties as assigned.
SUCCESSFUL CANDIDATES WILL HAVE THE FOLLOWING QUALIFICATIONS:
- Bachelor’s degree in in social sciences, information sciences, computer science statistics or related field, Master’s degree preferred;
- Minimum of 8 years’ experience managing and implementing database systems;
· Minimum 3 years’ experience implementing organization-wide Monitoring, Evaluation and Learning (MEL) systems that include international offices;
· Knowledge of relational databases to store, manage, and analyze data and create reports and dashboards;
· Demonstrated experience in providing guidance to technical teams in developing and updating monitoring Performance Management Plans (PMPs) as well as creating and managing PMPs;
· Experience in monitoring and evaluation systems for US Government or other donors;
· Experience in managing and oversight of monitoring and evaluation systems for international field programs and building agency-level MEL systems;
· Experience working in multicultural teams;
- Demonstrated good oral and written communication skills in English, required;
- Fluency in a second language: French, Spanish or Portuguese preferred;
· Willingness and ability to travel to developing countries on an as needed basis.
