CARE seeks a Monitoring & Evaluation (M&E) Coordinator, Sustainable Water Partnership (SWP) for an anticipated USAID-funded opportunity at our Washington, D.C. office to increase resilience to water security risk at the basin, sub-basin, or local catchment scale. The activity will be designed to support USAID and host country governments in safeguarding access to adequate quantities of acceptable quality water for sustaining livelihoods, human well-being, socioeconomic development, and the protection of ecosystem services that underpin these development objectives.
SWP is a 5-year Leader with Associates program with a ceiling of $65 million. Contingent upon funding, this position is expected to start in the last quarter of 2016.
Responsibilities:
The M&E Coordinator will formulate the overall monitoring, evaluation and learning agenda for Sustainable Water Partnership project, and will be responsible for tracking progress and ensuring auditable documentation for all results claimed. S/he leads the development, rollout and implementation of performance monitoring and evaluation systems. In consultation with Consortium members, s/he makes recommendations for program improvements based on analyses that explain program results (positive or negative) and assesses the ongoing and net impacts of project contributions. S/he provides feedback to the project Director and others on sustainability of programs as currently implemented, cost effectiveness versus impact, ongoing relevance, and provides lessons for application to SWP. S/he will:
- Identify and clarify monitoring and evaluation requirements, including those related to gender, and update these throughout the life of the project.
- Provide M&E technical support to associate projects
- Develop an M&E database
- Ensure the results of monitoring and evaluation efforts are used to consistently improve SWP results.
- Establish and lead the project’s learning agenda, working with partners and associates
- Perform regular, systematic reviews of key findings and provide summary conclusions and recommendations
- Identify specific management actions critical to project success based on monitoring and evaluation, as well as learning analyses
- Develop guidance on source documentation for all results claimed by SWP.
- Design and implement an appropriate system for warehousing source documentation
- Provide inputs to communication products on learning, and M&E results
Qualifications:
- Master’s degree required in a field such as water resources / water catchment management, WASH, or similar.
- Must have a qualification in M&E.
- Minimum of 5 years’ experience in M&E systems for large donor-funded projects covering WASH, water security, water resource management, river basin management or similar aspect.
