As part of the Global Technical Assistance (GTA) project, ICAP will be conducting multiple service evaluations and research projects to demonstrate the impact of enhanced and novel approaches to HIV prevention, care and treatment programs for key populations at risk for HIV (female sex workers, men who have sex with men (MSM), and injecting drug users). The focus of these studies include the piloting of targeted service packages including pre-exposure prophylaxis (PrEP), efforts to accelerate implementation of HIV test and treat approach, and to reduce stigma, discrimination and other barriers to HIV services among Key Populations.
Reporting to the Director of the Clinical and Training Unit, the Global TA Project Coordinator for Key Populations will be responsible for assisting with all aspects of the GTA service delivery and evaluation projects. The incumbent will work with the three project teams to plan and implement each of the projects, including developing project Standard Operating Procedures (SOPs), training materials and other tools, developing the evaluation protocol, submitting for approvals and facilitating ongoing communication between the New York technical and in country implementation teams.
This position is grant funded.
Major Accountabilities
- Assist with all project-related activities including management and on-going technical support for the project service delivery components with guidance from project leads:
o Coordinate and actively participate in the development, adaptation and production of SOPs, training material, monitoring and evaluation tools and other material related to project interventions
o Support the dissemination of newly developed material and tools including training and monitoring implementation
o Work with in in-country staff and other NY staff to develop and monitor project related work plans
o Assist with the development of job descriptions and recruitment of country project staff and consultants as needed
- Assist with project evaluation including:
o Submitting and maintaining all institutional review/ethics board submissions in the US, in country and to funder, including modifications and renewals
o Develop job descriptions and assist with recruitment of study staff
o Develop study staff training materials and participate in study staff trainings
o Develop study standard operating procedures for project evaluation procedures
o Assist with procurement and other activities required for study start up
o Ensure adherence to the protocol and standard operating procedures
o Ensure adverse event reporting to the study principal investigators
o Assist with monitoring study spending and review all financial reporting
o Oversee study close out activities including secure storage of study data
- Ensure communication between NY-based technical support team and evaluation investigators, in-country technical staff and study team
- Assist with ensuring data quality assurance for the study through routine data quality checks and on-site assessments as per study standard operating procedures.
- Assist with data management for the study including facilitating submission of data from the on-site study team to New York offices.
- Conduct on-site study monitoring and data quality audits as required.
- Assist with funder reporting and other project and study outputs, including manuscripts.
- Assist with other aspects of the project and other related duties as directed.
Travel Requirements
- Requires up to 6 trips per year across all countries
Education
- Requires a Bachelor’s degree or equivalent in training, education, and/ or experience plus at least three years related experience
Experience, Skills & Minimum Required Qualifications
- 3 years of related experience in public health project implementation in resource-limited settings
- Knowledge and practical experience in health related program implementation, including HIV
- Experience in developing SOPs, training material and other tools
- Knowledge and practice experience research, including adherence to research protocols, data collection procedures and ethical requirements of human subjects research
- Demonstrated experience overseeing data collection
- Demonstrated experience with Microsoft Office suite applications, including MS Access
- Excellent communication, interpersonal, analytical, and organizational skills
- Excellent writing and editing skills
- Demonstrated ability to work effectively in teams
Experience, Skills & Preferred Qualifications
- Master of Public Health or related discipline
- 4+ years’ experience in public health project implementation in resource-limited settings
- Knowledge and good understanding of current HIV prevention and treatment issues
- Experience managing and supervising a multisite research project, including managing project staff, overseeing program data collection and conducting data quality assessments, preferably related to HIV research project
- Experience working with key populations
- Experience coordinating projects whether research or service delivery oriented
- Experience working in both domestic and international settings
