United States of America: Senior Health Information Systems (HIS) Management Advisor


This position leads the MSH MEASURE Evaluation team in formulating proposals for new HIS activities for submission for USAID funding and when funded, leads implementation of those for which he or she is Activity Lead, and supports other activities requiring input from this position.


In addition this position is expected to lead and support the expansion of MSH team attention within the MEASURE Evaluation project toward national HIS strategic planning, the use of team approaches to service data analysis and performance improvement and strengthening national health sector organization and management for HIS strengthening and development. These efforts are to be made in a manner that promotes national ownership and sustainability.


Acts as the MSH-MEASURE Team liaison with the MSH HIS strategy coordinator and Technical Working Group. Contributes to and leads the formulation of proposals for new MSH central and country-specific projects addressing HIS development, data capture, management and use, monitoring and evaluation. Supports MSH and MEASURE to document and share tools, best practices and success stories. Represents the interests of MEASURE and MSH at external technical meetings and conferences.


Specific Responsibilities


Project Results (25%)


  • Ensure completion of the activities for which responsible as Activity Lead and provide adequate support to other MSH team and other MEASURE Evaluation partner activities where input is required.

  • Continually maintain the MEASURE Evaluation MIS with respect to the activities for which the position is Activity Lead.

  • Continually scan the project and activity environments and ensure effective dialogue and relationships with project client(s), beneficiaries and other local and international stakeholders with whom the MSH team and the overall MEASURE partnership is interacting.

  • Safeguard MSH’s reputation by helping ensure that financial, contractual, technical, and political integrity is maintained and strengthened.

Technical Strategy and Vision (25%)


  • Develop (update and adapt as needed) and execute the project results framework, performance monitoring plan, technical strategy updates to support the results framework, M&E plan and annual work plans as per contract/agreement requirements and MEASURE Evaluation allocation of responsibility.

  • Ensure appropriate and timely documentation and dissemination of key results and deliverables as required by donor agreements and for maximum project impact and business development using a variety of communication strategies and media.

Project and People Management (20%)


  • Implement project activities for which responsible within approved contract/agreement budgets, timelines and obligations.

  • Develop and adapt as needed detailed project activity budgets in line with contract/agreement budget, technical strategy, work plan, and reporting needs/ requirements.

  • Ensure effective contract/agreement implementation in strict compliance with contract/agreement clauses, donor policies and Standard Operating Procedures (SOPs).

  • Ensure staff and consultant support is provided for activity implementation as required and planned.

  • Manage and support the project and activity teams as per MEASURE Evaluation and MSH policies and guidelines and implement an effective performance management program including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.

Client and other Stakeholder Relationships (20%)


  • Build and maintain strong working relations with key internal and external stakeholders, particularly MSH MEval Team members, the MEval project directors and managers, staff with other MEval partners, project and activity beneficiaries, and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.

  • Build MSH reputation within and external to MEASURE Evaluation, developing local and international networks to disseminate project results, attract talent and generate business.

  • Identify and keep track of new business opportunities, communicating them to the relevant MSH and MEASURE Evaluation stakeholders.

One MSH Contribution (10%)


  • When operating within MSH project countries collaborate with the MSH Country Representative and participate as required in activities organized in the context of MSH Representation in country.

  • Provide support to the Business Development Office in aspects of business development and strategic communication including intelligence gathering, positioning, proposal development, etc.

  • Ensure effective MEval project collaboration, coordination and internal partnerships with other projects and partners to build synergies across programs for maximum impact.

Qualifications


  • MD, MPH, MBA or master’s level degree in related field.

  • A minimum of 8 years of related experience is required.

Preferred:


  • 12 years of progressively responsible and related experience is preferred.

  • Prior experience and success directing and managing similar or larger international donor-funded projects and activities.

  • Extensive expertise in health data use for services assessment and performance improvement as well as background in health system strengthening in low resource countries.

  • Familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects.

Knowledge and Skills


  • Demonstrated subject-matter expertise in national health system planning and health information system design and implementation.

  • Ability to review and improve organization development approaches, tools and processes for enhancing HIS performance and health service monitoring and evaluation.

  • Ability to review and improve HIS performance assessment processes from an organization and management perspective.

  • Ability to design and plan country-specific technical assistance in support of sector and organization HIS and M&E enhancement.

  • Demonstrated leadership and management abilities within organizations, programs, projects and collaborative activities within countries.

  • Knowledge of USAID and PEPFAR data collection and reporting requirements and data platforms.

  • Computer skills covering word processing, database, spreadsheet and presentation programs along with DHIS2 and DATIM.

  • Demonstrated strategic planning and visioning skills.

  • Demonstrated entrepreneurial approach to work.

  • Proven record of aligning diverse, multi-level teams with project mission, vision and development activities.

  • Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.

  • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, CAs, and donor organizations.

  • Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.

  • Fluency in English required and a second common language (French or Spanish) is desirable.

Physical Demands


  • Keyboard use, pulling drawers, lifting papers <10 lbs., up to 20% travel.
