BACKGROUND
International Medical Corps has a growing portfolio of humanitarian, transition and development programs in Africa, Asia and the Middle East. We are seeking a Pharmaceutical Supply Chain Management Officer to assist in addressing the growing need for strengthening of the organizational pharmaceutical supply chain management system in government supported and IMC run health facilities and to emergency response programs.
The Pharmaceutical Supply Chain Management (PSCM) Officer will be responsible for providing technical assistance throughout the program cycle from design, implementation to monitoring and evaluation. S/he will be responsible for establishing and maintaining a system for regular communication with IMC global PSCM staff. Technical assistance will be provided through selecting existing up to date guidance documents that are appropriate for International Medical Corps ’s programs and the development of additional guidance documents as needed. S/he will provide virtual and onsite technical assistance as well as trainings when needed and assist with the PSCM component of proposals generated from country office and HQ. The PSCM Officer will collaborate closely with other technical advisors and the Global logistics department as well as all other pertinent departments in order to carry out tasks and will engage with internal and external technical working groups with the aim of improving quality of PSCM programming.

DUTIES and RESPONSIBILITIES:**
- Support continuous quality improvement of the medical supply chain in all IMC operations globally;
- Conduct literature reviews to determine the current best practice, standards and procedures for medical procurement, medical storage, distribution and drug management including rational prescribing at health facilities;
- Asses level of organizational compliance with universally endorsed guidelines, protocols and standards for pharmaceutical management in all country programs.
Implementation of best practices for Medical Supply management;
- Assist the Technical advisor in conducting essential drugs surveys (i.e. drug procurement practices, rational drug use, quality assurance etc;) and link the results with the elaboration of training modules on Rational Drug Use;
- Strengthen the compliance and standards of implementation in line with WHO/national drug guidelines, protocols and standards in response to gaps identified based on the technical assessments;
- Work with the IMC Logistic team to establish drugs purchasing best practices and guidelines;
- Support the development of management/accountability mechanism for pharmaceutical management to ensure coherence between global, regional and national health policies and strategies and International Medical Corps work.
Capacity Building and mentorship
- Support and respond to requests and enquiries concerning drugs and pharmaceutical management by country programs through undertaking relevant research and capacity building of team members during field visits, remote support and other capacity building strategies such as distance learning;
- Assist in designing and delivering in-house training courses for International Medical Corps staff based on a capacity needs assessment with all country program medical, logistic and operations staff.
Representation and Reporting
- Participate in and support the representation of International Medical Corps at relevant technical coordination meetings, donor meetings for sharing evidence and best practice through formal and informal channels;
- Participate in networking on pharmaceutical and drugs management technical issues and representation on relevant forums at global and regional level;
- Develop quarterly work plans and reports to share within the TU and with the global technical and medical logistics teams;

As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.
Qualifications:

- Advanced degree in Pharmacy required
- At least 3 years’ experience in the field of Public Health/Health Services and related pharmaceutical and supply chain management, and monitoring;
- Experience in training and knowledge of principles of adult learning;
- Demonstrated international field experience in PSCM;
- Fluency in spoken and written English language necessary with preferred proficiency in spoken and written French;
- Excellent communication skills with an ability to collaborate effectively with a wide range of stakeholders;
- Ability to travel up to 50 % of time.
