Administrative Officer 5 - Commonwealth of PA Bureau of State Employment - Erie, PA

This is a highly responsible administrative position responsible for directing and planning all administrative services at a state veterans’ home to include fiscal planning and control, personnel, labor management, accounting, budget, food service, communications, safety, security, housekeeping, grounds keeping, laundry, purchasing, inventory control.

DESCRIPTION OF WORK:


Formulate and implement procedures and policies to ensure achievement and maintenance of maximum standards in all areas of business and care management. Enforce rules and regulations relating to the level of health care and safety of residents and protection of their personal and property rights.


Write objectives and goals, procedures and policies under the Commandant, in guidance and collaboration with actively involved staff. Continuously revise procedures to meet current trends and to provide the Commandant a guide in carrying out policies and procedures designed to meet the business needs of the facility.


Assist the Commandant in writing position descriptions for all levels of personnel. Recommend, participate in recruitment, selection, training, assigning, supervision, evaluation and termination of personnel assigned to the facility. Assist the Commandant in determining appropriate staffing needs.


Plan and prepare the annual institutional personnel, operating and capital budgets and all other subsequent budgeting processes. Prepare budget forecasts for repair projects, operating expenses and equipment requirements. Provide budget analysis, long and short range forecasts and identifies funds in resource utilization to ensure maximum efficient use of funds.


Establish conferences and budget discussions with staff. Direct preparation of the budget, coordinating department requests into the total institutional picture. Provide assistance to departments on staff requirements, equipment needs and priorities. Gather statistical information and prepare description of the institutional program and justification for changes in program.


Review and sign (or causes to be signed by delegation) all procurement and encumbrance documents; handles correspondence regarding business matters; approves and signs various reports to departmental offices and originates all contractual agreements between the facility and other agencies or vendors. Meet with departmental consultants, manufacturer representatives and other Commonwealth officials to discuss products, services and surveys to achieve a more proficient operation.


Act as a controller for all funds maintained by the facility and signs (or causes to be signed by delegation) all checks on which funds may be drawn. Maintains close liaison with the Revenue Department on matters relating to institutional collections.


Assist the Commandant in planning and coordinating with the Medical Director to develop and implement business functions relating to resident care policies and works with the training staff to support the development of resident care plans. Meet with department heads, either individually or as staff meetings, to discuss proposals and procedures and to direct them in the implementation of decisions made. Directive may be issued or standard procedures written for inclusion in the various institutional manuals as the situation requires.


Make periodic inspections of service activities to ascertain if proper procedures are maintained as required by directive or in accordance with accepted practices. If necessary, operational studies are undertaken to determine whether improvement can be made in cost performance or personnel efficiency. Confer with supervisors, superiors and subordinates to interpret and discuss policy, rules and regulations on matters relative to responsibility in the interweaving of administrative support services with the training and instruction of employees through staff orientation, in-service and continuing education programs.


Ensure Commonwealth procedures and regulations are in compliance and cause periodic inventory checks, reports, and ledgers to be prepared and maintained on facility fixed assets. Visit and inspect the plant and grounds frequently as well as the responsibility for the facility’s general appearance.


Assist the Commandant by advising on interpretation of policies of the facility to the staff, residents, families and the public as required and in evaluating programs of the staff through use of tools such as nursing audits, quality assurance, utilization reviews, etc. Conduct studies and offers advice on recommendations made by teams and committees.


Maintain cooperative working relationships with other departments and agencies. Assists the Commandant in establishing effective lines of communication, planning, and conducting regularly scheduled meetings between the multi-disciplinary staff.


Take an active part in the Commandant’s plan and participation in “Emergency Plans for the Facility.” Prepare for the Commandant the appraisal to appropriate officials of catastrophic incidents, appraisal to appropriate officials of disasters, etc. Maintain knowledge of and interpret federal, state, and local regulations and standards to persons requesting information.


Prepare answers, when requested by the Commandant, to correspondence from relatives of residents, attorneys, physicians, etc., on matters pertaining to resident problems or operational policies and procedures.


Attend departmental meetings and represent the facility on such local boards and committees as deemed appropriate by the Commandant.


Prepare such reports as necessary for the Advisory Council and attend meetings to offer explanations of operations pertaining to administrative services and business management and to answer such questions as they arise.


Address outside organizations off-grounds or on-grounds on institutional operations and the role that the veterans’ home plays in the economic life of the area services.


Serve as Chairman of the Resident Welfare Advisory Council.


Develop and implement business and administrative directives and procedures within the guidelines of departmental policies.


Prepare special surveys and coordinates administrative projects upon request or referral by the Commandant.


Assume position of Acting Commandant to oversee full operational, administrative and clinical responsibility for the entire facility in the absence of the Commandant.


Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports same to supervisor.


Perform other related duties as required.


REQUIRED EXPERIENCE:


One year as an Administrative Officer 4; or eight years of experience in progressively responsible and varied management or staff work in a large public or private organization, including personnel and fiscal management, budgeting and procurement; and such training as may have been gained through graduation from a four year college or university; or any equivalent combination of experience and training. Long-term or acute care experience preferred.


Possession of a valid license as a Nursing Home Administrator, as issued by the Pennsylvania State Board of Examiners of Nursing Home Administrators.

$66,973-$101,829
