Description:
We are seeking a Program Officer in Finance and Operations to help manage and execute finance and operational duties related to the English Access Microscholarship Program, a global program that promotes and supports English language learning. This position will provide support to the Project Operations Manager. The position provides financial and operations support in managing of several open consecutive cooperative agreements.
Job Summary / Responsibilities:
- Maintains budget monitoring/tracking tools and provides, in consultation with senior project staff, spending reports, including actual and projected expenditures and analysis of same; closely monitors costs and commitments against budgets and obligated funds.
- Provides internal financial reporting for annual budget planning, audit reviews and assessments.
- Prepare budget pipelines and realignments for senior project staff review, and reviews sub-contractor budgets.
- Assists with preparation of cost proposals for award renewal.
- Reviews monthly project reports to ensure proper allocation of expenses and prepares reallocation documentation as needed.
- Assists with preparation of external financial reporting, as required.
- Reviews project voucher and ensures proper allocation of expenses to funding source and expense categories.
- Works with supervisor to perform pre-award assessments of subs and determine appropriate invoice/report schedule and actual cost documentation.
- Assists supervisor in financial close out of subcontracts and awards.
- Assists senior project staff with drafting of RFPs and SOWs.
- Provides timely review of sub-contractor and consultant monthly financial reports /vouchers ensuring costs are allowable and conform to donor approved sub-contractor budgets.
- Serves as a resource for project staff for contracts rules and regulations.
- Maintains project financial files, ensuring complete and proper backup/audit documentation.
- Works with project team to assist in developing and recommending process improvement plans.
- Performs other related duties assigned.
Qualifications:
- The ideal candidate would bring experience and interest in project budget management, project closeout, comfort using an accounting system for project-side finance (purchasing, reviewing monthly costsheets, reconciling, reporting) and an ability to learn other database applications.
- Bachelor’s Degree or its International Equivalent required in Business, Accounting, International Relations or Related Field.
- Requires a minimum of 5-8 years’ experience with program management, US Government rules and regulations.
- Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
- Must be able to read, write, and speak fluent English.
- Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
- Advanced Excel skills required.
- Deltek experience preferred.
- Knowledge of US government regulations and procedures required.
