The City of Lebanon is currently accepting applications and résumés for a Clerk IV (Public Works Analyst). This position performs a variety of professional-level research, administrative, and analytical work including comprehensive and sensitive special projects and studies in the areas of management, budget, and operations in support of the Public Works Department; coordinates assigned activities with other divisions, outside agencies, and the general public. Minimum qualifications include a Bachelor’s Degree specializing in Construction Management, Public or Business Administration or related discipline plus at least three (3) years professional work experience of increasingly responsible administrative, analytical, and/or budgetary work within utility or municipal organization. This is a full-time regular position with a starting hourly range of $16.559 – $17.061 and includes an excellent benefit package. Position Title: Clerk IV Position/Category: Regular/Full-time
Working Title: Public Works Analyst FLSA Classification: Non – Exempt
Supervisor: Public Works Director Department: Public Works
Grade: 9
Primary Purpose:
Performs a variety of professional-level research, administrative, and analytical work including comprehensive and sensitive special projects and studies in the areas of management, budget, and operations in support of the Public Works Department; coordinates assigned activities with other divisions, outside agencies, and the general public.
Supervision:
Under general direction and supervision of the Public Works Director; may supervise program areas as assigned by the Public Works Director.
Description of Work:
Essential Function:


  • Provides primary support for the Public Works Director, in the planning, developing, monitoring, and execution of Public Works projects and operations activities.

  • Researches and prepares detailed management reports and conducts departmental analyses for various purposes, including intradepartmental, interdepartmental, outside regulatory agencies, contractors, vendors, and the general public.

  • Suggests, analyzes, and designs departmental record keeping procedures to efficiently manage department records, and utilize computer information system to maintain and effectively utilize department data.

  • Analyzes and assists in designing departmental work processes, operations, and construction project approaches in efforts to address effective and efficient operation and services.

  • Assists in the preparation and implementation of the departmental budget and capital improvement plan.

  • Develops and recommends organizational and departmental standard operating procedures; including city policies, and safety rules and regulations.

  • Assists with the establishment of departmental priorities and the assignment of work to the appropriate division head.

  • Keeps abreast of problems, circumstances, and activities or events that may affect the department, and keep the management apprised of concerns.

  • Provides ongoing administration and oversight of various city contracts and agreements responsible by the Department of Public Works.

  • Prepares and assists in making presentations on matters pertaining to the departmental subjects as assigned.

  • Reviews and responds to questions, comments, and complaints and requests by the general public.

  • Prepares and delivers public communications both written and verbally in efforts to proactively communicate departmental activities and initiatives with the general public.

Important Function:


  • Attends conferences, seminars, workshops, and other training for professional development purposes.

  • Utilizes computer software applications.

  • Develops and maintains working relationships with other professionals at the local, state, and national level and others providing service to the City.

Performs related work as required.
Qualification Requirements:

Knowledge
Operational characteristics, services, and activities of assigned program area; organization and operation of utilities or municipal government; principles and practices of program development; methods and techniques of data collection; research, and report preparation; methods and techniques of statistical and financial analysis; principles and procedures of financial record keeping and reporting; principles and practices of budget preparation and administration; office procedures, methods, and equipment including computers and applicable software applications; applicable civil, government, and administrative codes; principles and practices of public sector contract administration; principles and practices of customer service
Ability
Perform a full range of responsible analytical and administrative duties in support of assigned program, functions, and/or department involving the use of independent judgment and personal initiative; research and analyze problems and prepare recommendations of a variety of issues; understand the organization and operation of assigned department and outside agencies as necessary to assume responsibilities; interpret and apply pertinent federal, state, and local laws, codes and regulations as well as City policies and procedures; participate in various organizational studies and analyses; research, analyze, and evaluate programs, policies, and procedures; collect, evaluate, and interpret complex information and data; prepare clear and concise administrative and financial reports; maintain accurate and complete records on programs and operations; assist with budget preparation and administration; interpret technical information for a variety of audiences; independently prepare correspondence and memoranda; operate office equipment including computers and supporting word processing, spreadsheet; and database applications; deal effectively and courteously with associates and the general public; present an overall professional image; perform effectively as a member of a team in carrying out the City’s stated mission and philosophy; effectively welcome and embrace differences among employees and citizens; perform the essential functions on the job without posing a direct threat to the health and safety of others.


Experience, Education, and Training
Graduation from an accredited four-year college or university with specialization in Construction Management, Public or Business Administration or related discipline plus at least three (3) years professional work experience of increasingly responsible administrative, analytical, and/or budgetary work within utility or municipal organization.
Physical Requirements
Performs bending, sorting, kneeling, and reaching both ground level and overhead as required for such task as retrieving files; lifts and carries up to 20 pounds; pushes and pulls up to 25 pounds; must be able to hold and grip objects; may be subject to sitting for long period of time; ability to operate a computer keyboard. Specific vision abilities required by this job include close vision and the ability to adjust focus.
Working Environment
Primarily indoors with heating and cooling regulated in a general office environment. Requires occasional out of town travel.
Licensing/Certification
If operating a motor vehicle for the purpose of completing job duties, must possess a valid Missouri Motor Vehicle Operator’s License.
Miscellaneous Requirements
Must be able to successfully complete an intense background investigation and pre-employment drug test. Must submit to periodic drug testing as required by applicable law. Late hours and weekend work may be required depending on departmental assignment.
