This position is located in the Civilian Personnel Advisory Center (CPAC) Nonappropriated Funds Human Resources Office, National Training Center at Fort Irwin CA. Fort Irwin is a world class training center for America’s Soldiers, known for its excellent desert training and vast recreational opportunities. Located approximately 37 miles NE of Barstow, California, midway between Las Vegas, Nevada and Los Angeles, California. Fort Irwin has many fun activities such as Freedom Fest and Desert Discovery. Nearest airports are located in Ontario, Ca (120 miles), Los Angeles, CA (175 miles) and Las Vegas, NV (180 miles).

Duties
Directs the NAF human resources management program at the installation level. Provides the full range of personnel services for managers and employees. Performs extensive technical and specialized work in the areas of staffing, pay administration and classification, training, labor-management relations, management-employee relations, awards, benefits, and regulatory compliance. Works closely and in coordination with personnel points of contact and payroll and benefits representatives to ensure timely and accurate processing of personnel actions in accordance with applicable Army guidance and regulations. Performs periodic program evaluations and audits to comply with army regulation or to determine adequate presence of internal controls and identify weaknesses and strengths of provided services. Advises the command on program status or goals and makes recommendations for improvements. Provides guidance to community commanders, managers and staff to achieve the most efficient personnel management practices. Make periodic visits to serviced NAF activities. Supervises employees performing the full range of personnel services.

Qualifications
1. Demonstrated civilian Human Resources (HR) Specialist experience providing the full range of management advisory services in two or more personnel specialty areas. This experience must have provided the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position, including the experience utilizing a wide range of HR resources, principles, concepts, practices and methodology, resolving technical human resource problems, independently researching manuals, handbooks and directives, etc. The related work experience must have been equivalent in difficulty and complexity to the next lower grade level.
Best Qualifying Experience:
Preferred are those applicants who possess work experience managing and or directing the activities of a civilian personnel office, or work experience as an Human Resources Officer (HRO) providing and delivering a full-range of management advisory services. Comprehensive knowledge of Nonappropriated Funds (NAF) Human Resources regulation.
