Duties


The primary purpose of this position

is to serve as a Realty Specialist (Generalist) with responsibility for performing the following duties,

and responsibilities vary and may increase according to grade level. :


  • Consult beneficiaries, lessees,

other land owners and other interested parties about general contacting

process.


  • Research specific problems and

issues, provide findings and recommendation on problems and issues.


  • Prepare or assist technicians in

the preparation and publishing advertisement for lease/contract.


  • Identify lands available for

lease from expiring leases or through review of the idle lands reports.


  • Review land transactions,

including the application, land description, appraisal, NEPA, TSR, and other

clearance to account for completed required documentation.

Qualifications


GS-11: 1 year of specialized experience equivalent to the GS-9 grade level OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.


GS-9: 1 year of specialized experience equivalent to the GS-7 grade level OR master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.


SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the

particular knowledge, skills, and abilities (KSA’s) to perform successfully the

duties of the position, and is typically in or related to the position to be

filled. Examples of specialized experience are, but not limited to the

following including consulting and providing advisory services regarding

surface leasing of all types on tribal and allotted trust lands; work in a Real

Estate office reviewing trust documents, reviewing and preparation of bids for

advertisement and land transactions.


The quality of the combination of education and

experience must be sufficient to demonstrate that the applicant possesses the

knowledge, skills, and abilities required to perform work in the occupation,

and is comparable to that normally acquired through the successful completion

of a full 4-year course of study with a major in the appropriate field. In

addition to courses in the major and related fields, a typical college degree

would have included courses that involved analysis, writing, critical thinking,

research, etc. These courses would have provided an applicant with skills and

abilities sufficient to perform progressively more responsible work in the

occupation. Therefore, creditable experience should have demonstrated similarly

appropriate skills or abilities needed to perform the work of the occupation.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Part-Time or Unpaid Experience : Credit will be given for all appropriate qualifying experience regardless of whether compensation was received or whether the experience was gained in a part-time or full-time occupation. Full-time work is generally considered to be 35 to 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.


Evaluation of Foreign Education : Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.
