Job Description:
Reporting to the Director, Quality & Performance Institute, the Director of Program Development oversees a team that supports capture strategy and proposal development, including the implementation of stream-lined capture and proposal-related systems and processes.
Division Overview:
The Quality and Performance Institute (QPI) is a division of URC that has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world.
Job Responsibilities:
- In charge of Business development for QPI
- Provide senior level support and oversight to QPI-managed technical proposals including participating in strategy development, leading partner negotiations and technical writing
- Provide advanced strategic planning, including partnership discussions and personnel recruitment, on priority proposals being led by QPI
- Conduct or supervise capture visits for QPI proposal work as needed
- Identify critical capture resources and talent in the field to support specific opportunities
- Help to manage, maintain and strengthen partnerships with other organizations for the purposes of proposal development, including review of partner teaming agreements and proposed scopes of work, sub-contracts, budgets and other documents
- Coordinate closely with the Senior Technical Advisor/Proposal Writer and Business Development and Contracts
Job Requirements:
- Bachelor’s degree required; Master’s degree preferred in international public health, business, public policy, or related discipline
- Fluency in English
- Substantial proposal writing experience for the federal government and/or international donors
- Proven ability to write concise and compelling proposal sections, including executive summaries, corporate qualifications, management plans and other proposal sections
- Experience serving as an effective proposal reviewer
- Demonstrated knowledge of USAID RFP/RFAs, other federal government bidding processes, and/or international donor agencies
- Demonstrated track-record of leading successful capture efforts and proposal development teams responding to opportunities for large and complex programs
- Experience guiding the development of effective proposal-related graphics and ensuring high quality professional presentation
- Successful track record of managing and mentoring staff
- Experience developing and implementing proposal training (preferred)
- Detail oriented, ability to coordinate multiple projects simultaneously, work well under pressure and meet deadlines, and work effectively in a fast-paced team-based environment
- In-depth knowledge of Word, Excel, PowerPoint, and Adobe products
