As a full-time member of the U.S. Agency for International Development’s Office of Foreign Disaster Assistance (USAID/OFDA) Training Team, the Instructional Designer will be responsible for training material creation and training delivery in support of USAID/OFDA based in Washington, DC. Training courses will include, but are not limited to the following categories: Rapid Response, Disaster Preparedness, Transition Initiatives, Emergency Response, DART, Field Operations, Food Aid, Humanitarian Assistance Sectors, and Conflict and Complex Environments.

Job duties:
• Design new courses (instructor-led and online) following the ADDIE instructional design process and using the latest learning theory and strategies.
• Deliver virtual and classroom trainings and facilitate active learner-centeed activities.
• Update existing trainings, collaborating with subject-matter-experts to revise existing content and delivery.
• Support other competency-building and performance support learning interventions.
• Maintain training records and create reports utilizing the learning management system and other recordkeeping systems.
• Respond to inquiries and provide outstanding customer service to internal and external training participants.
• Create, follow and improve upon standard operating procedures for the activities of the training unit.
• Periodically conduct training needs assessments and evaluations.
• Position may require some overseas travel.
• Other duties as assigned.
Basic Requirements:
• Required: Bachelor’s degree (equivalent work experience may be considered)
• Preferred: Advance degree or military equivalent
• US Citizenship
• Ability to obtain an interim and final Secret security clearance
Required Experience:
• Experience with civilian agencies, military industry, or non-governmental organizations.
• 2-5 years experience designing instructor-led training that engages participants in active learning experiences.
• Design and development of synchronous and asynchronous online courses.
• Experience with instructional systems development such as ADDIE and learning theory-based design strategies.
• Facilitation of live training programs.
• Providing coaching/feedback to subject-matter-expert presenters.
• Developing training materials such as PowerPoint presentations, student workbooks, instructor guides, handouts and activities.
Preferred Experience:
• Expertise in elearning development, including graphics, audio and test-to-speech tools.
• Familiarity with training analysis and evaluation approaches.
• Work with international humanitarian and disaster relief.
• Work with a federal agency, especially USAID/OFDA.
• Learning management system (LMS) administration.
Required Skills:
• Elearning creation tools like Articulate Storyline 2 or similar
• Advanced skills in Microsoft PowerPoint to produce high-quality course materials and speaker’s notes).
• Superior computer skills. High skill with Microsoft Office 2010 Office Suite in a network environment. Ability to learn new software and databases quickly.
• Creates high levels of engagement in an adult learning context.
• Collaborates and builds relationships enthusiastically within organizations.
• Provides feedback to subject-matter-experts respectfully and constructively.
• Self-motivated (i.e. drives projects independently when needed).
• Strong at solving problems.

Physical Requirements: While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds. Employee may be required to stand for several hours during training deliveries.
