Chemonics International seeks an associate to join our DC office Procurement Department to work on a wide range of procurements for multiple international development projects. The Procurement Associate and the rest of the Procurement Department work closely with our project management units to purchase commodities, manage international shipping and logistics of these commodities from the U.S. to Chemonics’ field offices, provide procurement-related guidance and support to project teams, and conduct training for staff on applicable regulations and Chemonics’ policies. Responsibilities:
•Carry out commodity procurements and manage related shipping logistics in accordance with applicable U.S. government regulations as well as Chemonics’ policies and practices (including corporate Standards of Business Conduct)
•Review commodity specifications, prepare solicitation documents, evaluate proposals, select suppliers, create contractual documents (e.g. purchase orders, subcontracts), carry out inspections of deliveries, and arrange for shipping and related logistics
•Monitor department compliance with U.S. export regulations
•Maintain the integrity and transparency of all department records and files; manage procurement databases and statistics, provide reports upon request
•Respond to project and field-office requests for assistance and information. Promote compliance with applicable USAID and U.S. government regulations, as well as Chemonics’ policies and procedures
•Contribute to periodic updating of the Procurement Department’s materials to ensure efficient, compliant guidance documents available for all staff
•Perform assignments on projects or special initiatives as required
•Actively support or participate in new business activities and proposal teams, when appropriate
Qualifications:
• Bachelor’s degree required; Master’s degree preferred
• Minimum one year of administrative, logistics, and/or relevant work experience preferred
• Ability to communicate clearly, concisely, and persuasively, both orally and in writing, including ability to deliver presentations and training sessions and facilitate meetings
• Flexibility, good judgment, and ability to work under pressure
• Strong organizational skills, attention to detail, and an ability to prioritize tasks
• Computer skills, e.g., strong knowledge of Microsoft Office applications
• Willingness to travel and work abroad a minimum of 4-8 weeks per year; experience living or conducting volunteer work in developing countries
• Demonstrated leadership, versatility, and integrity
• Fluency in English required; Foreign language fluency preferred (French, Spanish, or Arabic preferred)
