Purpose of this consultancy: Program Design Consultant
Full Title: Citizen Participation/ Program Design Consultant-The RI Way
In order to effectively implement our new strategy, RI requires the services of a short-term consultant to help us develop a coherent approach to better integrate the “RI Way” into our program life cycle, including program design, implementation, and monitoring and evaluation. The RI Way includes 4 elements: local participation, sector integration, civic skills development, and partnerships. While we currently implement these elements, we would like to strengthen the processes to enable RI to make the RI Way an accessible and universal approach to our work.
These elements are more fully defined as:
- Participation: We engage the participation of multiple local stakeholders in design, delivery, and assessment. We work with fragile, vulnerable, mobile communities with an appropriately nuanced approach. We take a community-driven approach, involving community members as participants, not recipients, and engaging a broad set of stakeholders. We also place great priority on building local capacity, among staff and community structures.
- Integration: We integrate multiple program sectors, reflecting the complexity and connection of factors affecting vulnerable populations. We apply appropriate expertise in select sectors, whether responding to an emergency or addressing the chronic drivers of poverty. We seek to integrate development needs into our emergency response work and sustain our engagement with disaster-hit communities. Likewise, we build resilience into development work so that communities develop the tools to reduce their vulnerability to future shocks.
- Civic skills: We engage multiple stakeholders in our programs. RI builds core civic values and skills into every program, thereby contributing to opening the space for civil society by building the demand side for good governance at the individual level.
- Partnerships: We partner with communities, influential local groups, and leading international organizations to ensure that all perspectives and appropriate skills are brought to bear. National and international partnerships ensure that where we don’t have expertise, we can still be sure it is available.
Outputs of this Consultancy:
Through a process of internal consultation and bringing in their own knowledge and expertise, the consultant will prepare the following deliverables:
- A library of tools and resources, existing and new, to support the RI Way,
- A written explication of how the RI Way can be incorporated into each of RI’s core sectors (health, education, economic opportunity and WASH), and
- A training needs assessment and training plan.
Qualifications & Further Requirements:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment and who has:
- A minimum number of 10 years of relevant professional experience in NGO program design and evaluation, with at least four years of developing country experience.
- Professional experience in civic engagement and community participation required. Additional experience in multi-sector programming and/or global/local partnerships preferred.
- An understanding of donor and other development actors’ trends and approach to the four elements.
- Experience with developing protocols, manuals and tools for field program staff.
- Professional excellence in English speaking, reading, and writing required. For writing, experience with both long-form and short-form writing required.
- Excellent interpersonal, communication, public speaking, and strategic planning skills required.
- Demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently.
- Knowledge of and/or membership in relevant professional networks related to this consultancy.
- Excellent time management skills and resourcefulness with strong attention to detail.
- Excellent analytical and organizational skills. Ability to think critically and creatively.
- Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team, especially with remotely based colleagues.
- Ability to work effectively in a fast-paced, globally distributed organization.
