United States of America: Senior Program Officer, Sexual and Reproductive Health (SRH) Program Full-Time


Background:


The Women’s Refugee Commission (WRC) is a research advocacy organization that seeks to improve the lives and protect the rights of women, children and youth displaced by conflict and crisis. We research their needs, identify solutions and advocate for programs and policies to strengthen their resilience and drive change in humanitarian practice. The Women’s Refugee Commission is a nonprofit 501 (c) 3 organization.


SCOPE OF WORK:


The Senior Program Officer for Sexual and Reproductive Health (SRH) is responsible for managing the Women’s Refugee Commission’s work to promote the SRH of displaced women, adolescents and men. Under the guidance of the Program Director, this includes research, program development, implementation, monitoring, reporting and information management.


RESPONSIBILITIES:


Research, Strategic Planning, Technical Support and Advocacy:


  • Lead and manage projects and activities supporting the provision of community-based SRH services in Eastern Burma, including studies to continue building the evidence-base for community-based care for survivors of sexual assault and following-up on a 2015 inter-agency SRH assessment on the Thai-Burma border.

  • Co-lead five year project to build the evidence and tools for incorporating SRH into disaster risk reduction through piloting community-based preparedness interventions in Pakistan.

  • Advocate for enhanced support on strengthening the community-based work force for SRH around preparedness and recovery in select countries, through advocating with donors and existing partners.

  • Advocate findings from the 2012-2014 Inter-agency Working Group (IAWG) on RH in Crises global evaluation—including funding trends for SRH and gaps in service availability, quality and access—to facilitate access to good quality SRH services for crisis-affected communities.

  • Co-lead the revision of the Inter-agency Field Manual on Reproductive Health in Humanitarian Settings adolescent SRH chapter; ensure disability inclusion in the Field Manual; and review other chapters as needed.

  • Provide strategic direction to the SRH program and IAWG initiatives, including the IAWG steering committee, Training Partnership Initiative and sub-working groups.

  • Design and conduct other SRH research as required; publish and advocate findings.

Collaborative Initiatives and Networking


  • Co-lead the IAWG adolescent and MISP sub-working group activities; and participate in the IAWG safe abortion care and IAWG logistics sub-working group activities.

  • Facilitate the work of the Inter-agency Field Manual revision Task Force through supporting the IAWG coordinator and Field Manual consultant.

  • Back-stop IAWG coordinator to manage IAWG functions, especially around annual meeting preparations and follow-up, IAWG advocacy, the IAWG website, as well as general functions of the IAWG forum.

Program Management


  • Develop SRH program concept notes and proposals.

  • Manage SRH program sub-grantees, grant-related partners and vendors through communicating/coordinating; strengthening capacity (of CBOs in particular); developing contracts; ensuring timely reporting and deliverables; and ensuring payments.

  • Monitor SRH program grants, sub-grants and expenditures.

  • Monitor program work plans.

  • Prepare donor reports.

  • Track SRH program indicators.

  • Supervise the WRC office administrator, consultants, fellows and program interns.

  • Provide support to other SRH program staff as needed.

Financial Responsibilities


  • Prepare proposal budgets in collaboration with Finance staff.

  • Monitor SRH project expenses and budgets.

  • Coordinate with the Head of Finance on donor financial reporting requirements.

Additional Responsibilities


  • Abide by and facilitate the WRC’s accountability commitments to stakeholders, through encouraging community engagement, participation and inclusion in particular.

REQUIREMENTS:


  • Master’s degree in public health required;

  • Minimum eight years progressive non-profit program management experience in humanitarian assistance work;

  • Previous experience working on health/SRH in humanitarian settings required;

  • Proven track record developing and conducting high quality qualitative (including participatory) and quantitative field research; analyzing data; and writing reports, articles and policy papers;

  • Excellent written and oral communication skills, including for grant-writing, trainings for partners and advocacy presentations;

  • Solid diplomatic skills: the ability to effectively liaise and coordinate with a variety of internal and external professional contacts, donors and partners;

  • Strong people management skills: the ability to effectively supervise staff, interns, consultant and study teams and support others in the SRH program;

  • Excellent organizational and multi-tasking skills: the ability to be flexible and work well under strong pressure in a fast-paced, high-functioning and detail-oriented team environment;

  • Ability to travel roughly 30% of the time;

  • Good computer skills: facility with MS Word, Excel, qualitative/quantitative data analysis software and email/internet software.
