United States of America: Senior Recruiting Manager


Crown Agents USA, Inc. (CA-USA) is seeking a Senior Recruiting Manager in our Washington, D.C. office.

Role & Responsibilities


The Senior Recruiting Manager manages the day to day operations of the department while providing oversight of Domestic, International, Consultancy, and Proposal openings. On an ongoing basis, the Senior Recruiting Manager assigns Recruiter workloads, ensuring that open positions receive adequate coverage. As needed, the Senior Recruiting Manager acts as Lead Recruiter providing full-cycle recruiting coverage for specific openings.


Specific Responsibilities


Recruitment & Selection


  • Maintain up-to-date knowledge of business and plans and the likely impact on recruiting needs

  • Advise business managers on active and passive recruiting options to identify high caliber candidates

  • Liaise with external recruitment agencies, negotiating rates and agency agreements


  • Lead selection of staff through:




  • Consistent evaluation & initial screening/ranking of applicant CVs based on qualifications relevant to job description and required by internal clients




  • Scheduling and/or conducting reference checks and distributing subsequent notes to appropriate internal clients




  • Reviewing applications, biodatas, affirmative action & background check release forms on all viable candidates




  • Scheduling and conducting interviews with internal clients; ensuring all are carried out in a legally compliant, professional and consistent manner



  • Adapting search criteria and methodologies to changing needs of internal and external clients

o Consulting with hiring managers to advise on the status of current and future positions


  • Utilize existing USAID and related donor candidate networks to aid in identifying strategic positions including Chief of Parties for proposal inclusion efforts

  • Provide expert guidance and training to recruiting staff in compliant USAID proposal and project recruiting processes; Maintain awareness of relevant donor guidelines and standards of recruiting for MCC, The Bill & Melinda Gates Foundation, World Bank, USTDA, and Department of State funded proposals and projects

  • Overseeing training and drafting of international and domestic offer letters & employment agreements

  • Ensure equitable and consistent application of salaries

  • Determine and revise recruiting policies and procedures & clarify as required to candidates, staff and hiring managers

Compliance & Reporting


  • Provide OFCCP and USG compliant hiring guidance to Recruiters and Department Managers to aid in an understanding of laws associated with the hiring process, leading to legally compliant and sound recruiting practices

  • Create & distribute weekly, monthly and quarterly updates on recruiting with regards to both business delivery & business winning to senior staff

  • Oversee data compilation for annual Affirmative Action Plan; ensure best recruiting practices and resources are in place for compliance with minority, women, disability, and veteran recruiting goals

  • In coordination with the human resources staff, contribute to the annual equal employment opportunity and affirmative action reporting requirements

  • Identify areas of underutilization and take action to increase outreach efforts for specific categories of employment

  • Counsel and train hiring managers in fair hiring employment practices

  • Edit offer letter and employment agreement templates to accommodate changes in overseas employment law and CA-USA Human Resource policy; bringing to the attention of the Human Resources department for finalization and legal counsel as required

  • Obtain legal counsel to review international employment agreement templates, gauging for local labor laws and risks associated with hiring local, TCN, and Expat Staff

  • Act as the resident expert for 1420 biodata forms including training of recruiting staff in compliant verification practices

  • Provide compensation inputs via researching and implementing median salary ranges for standard positions; on an ongoing basis obtain salary data from outside resources including recruiting agency salary reports

  • Gather, prepare, and process immigration paperwork for select visas and green cards

  • Oversee new employee paperwork for hire transitions, ensuring employee files are complete and accurate

  • On an as needed basis, provide international human resources and recruiting project related support for select projects in the areas of researching benefits, local labor laws, working with legal counsel, and acting as an expert in Foreign Service National salary scales

Finance & Operational Planning


  • Forecast & routinely monitor recruitment line-items in the CA-USA recruiting budget

  • Set realistic and appropriate recruiting department corporate targets for the Annual Operating Plan

  • Maintain and deepen collaborative working relations with international recruiting colleagues by seeking and providing support for difficult personnel searches

Personnel Management


  • Manage, supervise, and mentor a staff of International Recruiters, ensuring that priorities are clear and recruiting related issues are promptly resolved

  • Act as the first point of contact for Department and Programmatic Managers, including directly assigning, distributing, and/or redistributing Recruiter workloads according to International, Domestic, Consultancy, or Proposal recruiting needs.

Special Projects


  • Create & give ad hoc presentations to CA group personnel on topics relevant to best recruiting and hiring practices

  • Undertake any assigned special projects involving investigating current policies and procedures and developing and implementing new recruiting practices

Other duties as assigned.


Qualifications


  • Bachelor’s Degree in a related field required; Master’s Degree in a related field desired; two additional years of work history or training in lieu of Master’s Degree considered

  • Certified Recruiter training such as Certified Personnel Consultant (CPC), AIRS Professional Recruiter (PR), Certified Internet Recruiter (CIR), AIRS Certified Diversity Recruiter (CDR)

  • Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR), Global Professional in Human Resources (GPHR) desired

  • Demonstrated, advanced capability with an ATS (Applicant Tracking System), CRM (Client Relationship Management System) or TMS (Talent Management System) software required

  • Minimum ten years of applicable work history in recruiting management including seven or more years of full cycle recruiting experience to qualify at the Senior Recruiting Manager level; Minimum Seven or more years of applicable work history in recruiting management with five or more years of full-cycle recruiting experience to qualify at the Recruiting Manager level

  • Prior experience leading recruiting within an international development or federal contracting environment with knowledge of OFCCP regulations strongly preferred; full-cycle corporate or agency recruiting knowledge considered

  • Related work history directly overseeing, mentoring, carrying out periodic formal reviews, and training a team of two or more recruiters is required

  • Knowledge of personnel proposal and project recruiting compliant practices for USAID, DOS, MCC, World Bank, and/or the Bill & Melinda Gates Foundation

  • Advanced knowledge and familiarity with use of social networking sites for recruitment purposes

  • Familiarity with and prior use of an Applicant Tracking System (ATS), Talent Management System (TMS), or Client Relationship Management (CRM) software

  • Experience with Taleo preferred

  • Must demonstrate personal attributes such as loyalty and integrity in addition to being resourceful and flexible, which is inherent in this position

  • Strong written and oral communication skills as demonstrated though a history of succinct communications with hiring managers, independent ability to successfully negotiate offers with candidates, and history of training both staff and hiring managers in best recruiting practices

  • Fluency in English is required; bi-lingual or multi-lingual preferred

  • Legal ability to work and live in the United States is required
