United States of America: Sr. Technical Advisor, Monitoring, Learning and Evaluation

The Senior TA, Monitoring Learning and Evaluation will lead the MLE aspects of the PCI strategy aimed at amplifying PCI’s global impact by enhancing program quality and implementation, driving innovation, informing policy, and increasing funding to reach 20 million lives and beyond. This position requires high engagement in professional networking in the Washington DC area of Strategic Information for Impact (SI&I) international PVO/NGO environment. In addition, it provides support to program staff at the International Office (IO) and in the field in monitoring, learning, evaluation and reporting. Priority areas of focus include supporting the implementation and monitoring of strategic information systems to improve programmatic quality, documentation, and program development efforts organization-wide. Provides technical assistance in MLE system design and rollout for start-up countries and new programs, monitors implementation of MLE plans and provides technical assistance and capacity building as needed. Supports the coordination, design and implementation of selected project evaluations, including baseline assessments and special studies. Provides technical assistance and capacity building to field and IO staff in reporting skills, conducts report reviews and coordinates complex report writing processes as needed. Contributes to the development of proposals and the preparation of abstracts for conference presentation and of manuscripts for publication as needed. Contributes to the measurement and documentation of achievements under PCI’s Strategic Plan and strategic directions; maintaining collaborative working relationships and efficient communication among all professional and community partners.




  • Support PCI outreach strategy and leverage professional networks (30%)




  • Support efforts to identify and facilitate access to financial, material, organizational (partnerships) and individual (consultants, interns, volunteers) resources both internally and externally for effective implementation of the SI&I strategy, and growth and development of this technical area within the organization.




  • Support efforts to increase PCI’s visibility, recognition and positioning, in accordance with the Strategic Plan priorities




  • Through technical and sectoral networks in the Washington DC area, bring to PCI the state-of-the-art thinking and practices within the SI&I field



  • Provide MLE PCI presence at the hub of USAID, PEPFAR funding, USDA and other funders

  • Network within SI&I community globally and within intl. NGO/PVO community in Washington DC to build and strengthen resource sharing and partnership opportunities


  • Participate in relevant SI&I Working Groups, SI&I conferences, “list serves”, and other effective networking mechanisms.




  • Support efforts to design and implement effective organization-wide MLE strategy (20%):




  • Assist with the review and updating of MLE materials; building upon previously designed strategy documents and previously implemented activities




  • Assist with the identification of current MLE needs, priorities, and resources at IO and in the field.




  • Support the implementation and monitoring of strategic information and impact systems.



  • Assist with strengthening organizational capacity in application of state of the art MLE methods and techniques, including program/project/study design.


  • Assist in the coordination/facilitation of capacity building in MLE for PCI staff in a variety of areas.




  • Provide MLE technical support to existing programs in designated countries as per the determination of the Vice President for Strategic Information and Impact (20%):




  • Provide technical assistance in MLE system design and rollout for start-up countries and new programs




  • Monitor implementation of MLE plans and provide technical assistance as needed




  • Support the coordination, design and implementation of selected project evaluations, including baseline assessments and special studies




  • Support the development of new and/or expanded programs, including proposal preparation, program design and planning (20%):




  • Provide support to proposal preparation for new and/or expanded programs.




  • Assist in writing, developing, and/or reviewing project proposals, and detailed implementation plans.




  • Provide assistance on design of programs, projects, and studies, including review and provision of feedback on selected program/project/study designs, survey methodology and findings; performance monitoring plans, evaluation methodology and findings.




  • Provide or arrange for technical support, in coordination with Operations Officers and other members of the MLE Unit, to strengthen program reporting for priority programs (5%):




  • Provide technical review and edit of drafts and/or write sections of reports, as needed.




  • Maintain effective coordination and/or provision of technical assistance on reporting as needed for relevant programs.




  • Maintain effective communication with IO, field MLE focal points, and RDOs and other members of the MLE team on reporting and as needed for relevant programs.




  • Contribute to the enhancement of quality of reports, as needed for relevant programs




  • Contribute to the identification, documentation and sharing, both within PCI and externally, of best and promising MLE practices (5%):




  • Provide support for preparation and submission of abstracts to priority conferences




  • Provide support for the development of manuscripts for publication, including adaptation of conference or resource materials, and generation of original content.




  • Identifies and disseminates new MLE methodologies, tools and practices Required Skills




  • Advanced degree (Masters required, PhD or equivalent degree preferred) in Public Health, Biological, Environmental, Social Welfare or Social Science, Agriculture and Nutrition with broad-based expertise in research design and operational methods




  • Demonstrated capacity to identify and facilitate access to financial, material, organizational (partnerships) and individual (consultants, interns, volunteers) resources both internally and externally for effective implementation of the SI&I strategy




  • International NGO work experience in project or program leadership



  • At least 9 plus years of professional experience in research and MLE related to international development programs and sound experience in planning, programming and evaluation, with at least 5 years in a similar role.

  • Experience in integrated community development and civil society capacity building

  • Familiarity with and sensitivity to gender issues

  • Considerable work experience and capacity to collaborate with partners at multiple levels, including MOH officials, NGOs (local and international), representatives of civil society and USAID partners

  • Proven capacity to effectively manage processes and programs, as well as manage and mentor staff with various levels of skills and experience; strong negotiation and facilitation skills

  • Excellent computer skills including Microsoft Office Suite, including knowledge of common statistical software packages, health information technologies and software applications, relational database systems and web technologies

  • Extensive knowledge of quantitative and qualitative research techniques, including planning of studies and investigations, determining variables, selecting appropriate sampling methodologies, developing bibliographical and other sources of data, and preparation of research reports; general knowledge of statistical principles and procedures, including methods of collecting statistical data, simple correlation methods and sampling techniques.

  • Ability to creatively adapt research and evaluation techniques, methods and tools such that they are as practical and feasible as possible for implementation in a programmatic and organizational/real life setting with limited resources.

  • Strong organizational skills to manage complex and fast-paced studies with frequent deadlines, precise scheduling and multiple priorities

  • Strong writing skills to prepare reports, scientific publications, promotional materials and research proposals, including proven capacity to write for publication

  • Experience communicating effectively and working with public agency, NGOs, health care provider and community representatives

  • Proven team leadership skills and ability to work effectively in a team environment with both technical and non-technical staff

  • Excellent inter-personal and inter-cultural skills

  • Spanish language capability required, French language skills desirable

  • Interested and able to travel 25-40% of the time to exciting and remote field sites

  • Participate in PCI’s innovation efforts and in teams on innovation initiatives
