DUTIES AND RESPONSIBILITIES
The Senior Humanitarian Protection Advisor’s main role will be to coordinate the Cross Cutting Sectors Team in DCHA/OFDA and others on humanitarian protection matters; analyze and report on trends; and monitor the impact of protection in humanitarian programming. Specific duties will include:
• Provide technical advice and assistance for the analysis of protection, gender, diversity, and inclusion issues as they relate to humanitarian planning and programming. Support DRM and others in the humanitarian community, as appropriate, on humanitarian protection, gender equity, and disability issues for populations at risk.
• Serve in the Lead Sector Advisor role by providing administrative direction for the Protection, Gender, and Disability Team, coordinate proposal reviews, specific protection proposals, operational research, and budgetary oversight over the project budget.
• Provide direction for the Agency on new and cutting edge methodologies and coordinate on policy issues within DCHA.
• Continually identify and assess the humanitarian assistance requirements of affected populations, including target groups, geographic locations, and existing relief programs. Make recommendations for the types of humanitarian protection interventions that may be necessary.
• Serve as an active member of relevant working groups and develop tools to address protection issues such as gender-based violence, child protection, psychosocial support, displacement, and others.
• Prepare reports including situation reports, assessment reports, end of assignment reports, background documents, briefing papers, talking points, information memos, and other relevant protection-specific documents as necessary.
• In collaboration with other OFDA personnel, assist in preparation of briefing materials for senior OFDA management and USAID staff. Draft protection-focused guidelines, funding documents, position papers, and promotional materials on behalf of OFDA.
• Provide technical review of proposals, concept papers, and other documents submitted by various partners, including NGOs, UN agencies, and other organizations.
• Oversee the monitoring of the work of DCHA/OFDA-funded United Nations (UN) organizations, non-governmental organizations (NGOs), private voluntary organizations (PVOs), international organizations (IOs), and other donors to ensure that identified humanitarian protection needs are met.
• Coordinate protection activities for DCHA/OFDA, collaborating with OFDA regional teams, USAID bureaus and missions, and other US federal agencies.
• Oversee the Team’s guidance to UN/IOs/NGOs/PVOs regarding OFDA guidelines for submitting grant proposals and reviewing submitted proposals.
• Travel to ongoing or developing disaster contexts to conduct assessments, identify, monitor, and evaluate projects and provide technical assistance in gender, protection, and disability analysis, equality, and integration.
• Sign-up for and serve as needed, on Washington-based Response Management Teams (RMTs), which provides services and support to DARTs deployed in response to disasters. The duties on RMTs will be varied.
• Serve as the OFDA after-hours duty officer on a rotational basis, for approximately one week every six months.
• As needed, serve on Disaster Assistance Response Teams (DARTs) which may require immediate (within 24 hours) deployment overseas for an extended period of time.
• The USPSC independently plans, designs and carries out programs, projects, studies or other work.


EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION

A Bachelor’s degree with significant study in or pertinent to the specialized field or region (including but not limited to: international law, economics, international relations, and anthropology) and a minimum of nine (9) years of professional experience in USG foreign affairs agencies, international organizations, or NGOs specializing in one or more of the following: human rights protection, IDP and refugee issues, humanitarian relief, transitional justice/rule of law, conflict resolution, or a closely related field. At least four (4) years must have been spent working specifically on conflict-affected populations, one (1) year of which must include on-the-ground field experience in needs assessment, analysis, emergency relief program operations, or post-emergency rehabilitation.

A Master’s degree with significant study in or pertinent to the specialized field or region (including but not limited to: international law, economics, international relations, and anthropology) and a minimum of seven (7) years of professional experience in USG foreign affairs agencies, international organizations, or NGOs specializing in one or more of the following: human rights protection, IDP and refugee issues, humanitarian relief, transitional justice/rule of law, conflict resolution, or a closely related field. At least three (3) years must have been spent working specifically on conflict-affected populations, one (1) year of which must include on-the-ground field experience in needs assessment, analysis, emergency relief program operations, or post-emergency rehabilitation.

The applicant rating system factors are used to determine the competitive ranking of qualified applicants in comparison to other applicants. Professional Experience (10 points):
• Experience managing humanitarian protection interventions in an international disaster context across the entire disaster management cycle to include emergency response, early recovery and transition, disaster risk reduction, and resilience.
• Experience at a strategic and global level with strategic integration of protection into responses and policies of either Non-governmental or International Organizations.
Skills and Abilities (10 points):
• Demonstrated diplomatic, interpersonal, and representational skills in order to work effectively with host governments at senior levels in the midst of humanitarian crisis on protection issues.
• Demonstrated diplomatic, interpersonal, and representational skills in order to work effectively with other donors and diplomatic missions at senior levels in the midst of international humanitarian crisis situations.
• Demonstrated diplomatic, interpersonal, and representational skills in order to work effectively with international and national non-governmental humanitarian partners at senior levels in the midst of humanitarian crisis situations.
• Demonstrated diplomatic, interpersonal, and representational skills in order to effectively achieve humanitarian objectives within the USG at senior levels, including with DOD, Embassies, Members of Congress, and senior executive branch staff the midst of international humanitarian crisis situations.
Leading Teams Experience (10 points):
• Demonstrated experience leading teams of varied nationalities and cultural backgrounds working in an international humanitarian crisis.
• Experience leading a diverse team of program, technical, and administrative staff, including senior U.S. professionals, working in an international humanitarian crisis.
