The Shelter Technical Advisor is a Career with Impact and provides technical guidance and advice on best practice and appropriate design for Samaritan’s Purse shelter programming, be it temporary or transitional shelter projects or longer term construction project worldwide.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Assistance to country offices and in particular program managers in developing appropriate responses to shelter or construction needs.
- Design and/or provide review of SP funded shelter and/or construction projects. Assist the field offices in developing the technical aspects of concept papers and proposals, ensuring adequate indicators are in place and that sound projects are pursued.
- Participate in periodic site visits to monitor emergency relief efforts or ongoing construction programming, ensure best practices and ensure construction quality.
- Assistance to program managers in developing accountable resource and material purchasing, recording, transferring, and usage systems. Build capacity of staff in assessment of shelter needs and appropriate technology options in response.
- Develop database of appropriate design standards for shelters and other facilities. Assess various construction technologies and make recommendations to the Director of Technical Programs and organization. Develop best practices and protocols for SP efforts in the shelter sector.
- Work with the Country Directors and Regional Directors to build the capacity of the field office in shelter project implementation, construction oversight, troubleshooting and management.
- Build relationships with other NGO’s, partner organizations, vendors and government agencies involved in shelter efforts around the world and attend NGO coordination meetings, sector meetings, and governmental meetings.
- Assistance to program managers in hiring competent, honest, skilled laborers, site engineers, and supervisors in developing an efficient and proactive leadership structure, to ensure and maintain quality standards.
- Assistance to program managers in establishing good relations with community stakeholders to ensure proper participation and empowerment of local community in shelter initiatives.
- Professionally present regular written and oral reports to the Director of Technical Programs, Country Directors, Regional Directors, donors, and Local Government officials, as requested.
- Work with the Logistics and Procurement Team to pre-position shelter material and supplies used in relief efforts.
- Keep a database of updated information regarding completed work, contacts, and situation context.
- Travel to field sites as needed for temporary assigned field responsibility, project assessment, or other work as assigned.
- Attend daily morning devotions via teleconferencing and participate in prayer support for the ministry, its donors and volunteers when possible.
- Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public.
SUPERVISORY RESPONSIBILITIES:
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
EDUCATION and/or EXPERIENCE:
Master’s degree (M. A.) or equivalent; or four to ten years related experience and/or training. The Shelter Technical Advisor, a member of the Technical Advisor Unit for Samaritan’s Purse (SP), provides technical guidance and advice on best practice and appropriate design for SP shelter programming, be it temporary or transitional shelter projects or longer term construction projects worldwide.
