Microsoft Cloud Infrastructure and Operations is the engine that powers Microsoft's cloud services. The team is responsible for designing, building and operating our unified global datacenters; managing the demand planning and capacity utilization of our unified infrastructure; and responsible for all of the operations needed to run the physical infrastructure (including supply chain, hardware, power, security, and workflow teams). We focus on smart growth with an emphasis on automation, data driven engineering, cost-effectiveness and environmental sustainability.
We deliver the core infrastructure and foundational technologies for Microsoft's over 200 online businesses including Bing, MSN, Office 365, Xbox Live, Skype, OneDrive and the Microsoft Azure platform. Our infrastructure is comprised of a large global portfolio of more than 100 datacenters and 1 million servers. Our portfolio is built and managed by a team of subject matter experts working 24x7x365 to support services for more than 1 billion customers and 20 million businesses in over 90 countries worldwide.
Microsoft is evolving the development of its future data centers from a traditional "bricks & mortar" construction approach to a repeatable and modular deployment approach. In doing this we are achieving breakthroughs in safety, cost, quality, and time-to-market. The Infrastructure Supply Chain organization is chartered with delivering on 3 primary goals: (1) Reduce cost through driving products volume and innovation into the supply chain and developing a competitive and quality environment for both product and services; (2) Reduce risk by reducing the number of project participants and ensure contract terms and MS risks are managed; (3) Reduce TTM for equipment and eliminate from the critical path.
The Global Purchasing Director is a key role in achieving these goals. The successful candidate will be leading all equipment procurement efforts through all phases: source/market survey, solicitation, negotiation, selection, award, administration, and closeout.
Responsibilities of the Global Purchasing Director will include, but not limited to:
• Manage the consistent global sourcing, negotiation, contracting, and delivery of Data Center Infrastructure Equipment (HV/MV/LV switchgear, generators, air handlers, UPS, DC Rectifiers, PDU's, busway, etc).
• Performance management of the Microsoft Purchasing team members in the Americas, Europe and Asia (Connects, Rewards) and assist those FTE's in achieving their career goals and Development Plans.
• Responsible for managing One-Microsoft relationships with MS Product Sales teams and managing Balance of Trade with supplier-customers.
• Responsible for developing the Global Supply Base and ensuring source of supply – qualification of suppliers and establishment of a global supply base.
• Manage factory capacities, lead risk assessments, and develop supply chain strategies to improve business continuity and lead time
• Own and drive improvements in Data Center Infrastructure Equipment cost, quality, and TTM.
• Generate, develop, and update all metrics: Cost, Time to Market, On-time Delivery, defect reduction
• Role model our standard business procedures to ensure compliance with corporate, fiscal, legal, environmental, and risk management policies in order to minimize and limit corporate liability, manage risk, and optimize value.
• Implement Master Agreements and Project Agreements - Maintain Consistent Solicitation and Selection Methods
• Maintain internal and external benchmarking to ensure competitiveness and continuous improvement
• Lead the RFP Development, direct Bidding and Negotiations of all Equipment contracts
• Vigorous management of Lessons Learned to ensure comprehensive RFP/Bid Forms, WBS, and Specifications continue to provide required coverage of scope and change provisions
• Ensure POR's (Project Order Releases, Contract Awards against Master Agreements ) are developed consistently and contain appropriate scope, commercial, and corporate (e.g insurance, surety, warranty) provisions
• Establish International Contracting practices in all Continents to support Pre-Positioning efforts.
• Post-award management of Contractors, Vendors and Consultants (i.e. "extension of staff)
Relevant Construction Qualifications:
• Experience in global practical construction equipment management and administration (large scale, advanced technology, MEP-type projects and/or programs). Preference on large-scale projects, managing and administering supplier contracts with a minimum of a $50M USD portfolio)
• Commercial characteristics - thorough knowledge of soliciting, evaluating, and negotiating commercial construction proposals; BOQ, SOR, labor, fees, and analysis of same to derive the best-value for your employer. Electrical Engineering Degree is a plus..
• Legal characteristics – Knowledge of Construction Contract Law and UCC. Understanding of regional form of contract (i.e. FDIC, SIA, AIA, corporate global agreements, experience working with Guaranteed Maximum Price Agreements, etc.).
• Writing/drafting skills – Required fluency in English (verbal/written).
• Detail Oriented and expert negotiator; ability to identify contracting risks and resolve claims
Basic Qualifications:
• Minimum of 8 years in a Purchasing Manager role
• Experience having evaluated, tendered, negotiated, written, and managed a large volume (up to 50) large-scale Equipment RFP/contracts per year.
• Must have at least 3+ years’ experience in managing Global projects and Global Teams
