Program Overview
Evidence to Action for Strengthened Family Planning and Reproductive Health Services for Women and Girls (E2A) is USAID’s global flagship project for strengthening quality FP/RH service delivery. The project is designed to reduce unmet need by scaling-up proven best practices (BPs) to ensure that women and girls receive – and use – quality services through all stages of the reproductive life cycle. By promoting healthy FP/RH behaviors, gender-equality, and compelling evidence for FP use, E2A will directly support the principles of the USG Global Health Initiative (GHI). This five-year project is led by Pathfinder International in partnership with the African Population and Health Research Center (APHRC), IntraHealth International, Management Sciences for Health (MSH), Partners in Expanding Health Quality and Access/ExpandNet, and PATH.
Position Purpose
The Director for Service Delivery Strengthening and Integration (SDSI) provides global technical leadership and expertise to guide in-country counterparts, practitioners and project implementers, as well as donors and global organizations on promoting access to and quality of family planning/reproductive health, maternal and child health, and integrated services.
The Director SDSI will work in close collaboration with the Project Director and technical staff to lead E2A’s SDSI technical and program portfolio and legacy products, to advance service delivery strengthening in low-resource settings and expand access to FP in challenging environments. She/he will monitor project inputs and results and will be responsible for ensuring that the project provides high quality technical assistance and promotes the implementation, adoption and documentation of successful SDS programming. The Director SDSI will ensure that the project meets its targets and is maximizing opportunities to advance the global learning on SDS. S/he supervises a staff of five, including the SR. Advisor for Youth, Sr. Advisor, for Gender, Sr. Advisor for Clinic Performance Improvement and a Program Officer; and will oversee the planning for short term consultancies. The Director SDSI will work closely with the technical leads and activity managers, country representatives and local counterparts to document, produce, adapt and apply clinical quality guidance, tools and approaches for program implementation. The Director SDSI will document, develop and refine effective SDSI intervention that promotes delivery of strengthened FP/RH services.
Director SDSI will represent the project on high-level technical working groups to ensure that the project contributes to global SDSI discourse and other technical guidance. He/she will contribute to program reporting and documentation and collaborate with the Senior M&E Manager and Project Director in establishing and meeting project targets.
Key Responsibilities
· Provide programmatic/clinical leadership and technical direction to develop, implement and monitor services including clinical training activities and quality improvement approaches.
· Identify emerging medical technologies and approaches in relevant clinical and programming areas and disseminate new knowledge to project staff, host government counterparts and global stakeholders to improve the quality, utilization and sustainability of services.
· Work across teams with project staff, with country specific technical partners and projects and with relevant technical organizations to develop and adapt practical and sustainable tools to enhance the quality and sustainability of clinical services.
· Develop training curricula and materials, and provide technical guidance for facility and community based guidelines, standards and quality improvement approaches.
· Support capacity building interventions to assist project managers and providers in delivering high-impact SDSI approaches.
· Work closely with project staff and implementing partners to identify, document, disseminate SDSI best practices and position country projects to take them to scale.
· Identify and address knowledge gaps related to SDSI issues, and contribute to developing the Project’s research agenda in accordance with donor mandate.
· Manage technical leads under the SDSI team to maximize their performance and ensure their collaboration with the youth, scale up and monitoring and evaluation initiatives.
· Oversee the gender technical advisor and ensure the gender perspective is integrated in into all project areas including integration, youth and scale-up efforts.
· Work with the Communications team to promote E2A’s visibility in conferences, technical meetings and global forums.
Basic Requirements
· Advanced degree (MD, MPH, PhD) in Medicine, Public Health, Nursing or related field.
· Minimum of 12 years experience in the field of primary health care with in-depth technical knowledge of implementing family planning, maternal and child health, and HIV/AIDS programs in low resource settings.
· At least 8 years experience in working with USAID funded projects.
· Familiarity with USAID or other USG administrative, management and reporting procedures and systems.
· In-depth understanding of health system strengthening in countries in Africa.
· Demonstrated expertise in health service delivery, training and capacity building in one or more of the following technical areas: family planning/reproductive health, integration, maternal and child health, gender equity, and/ or youth friendly principles.
· Experience developing medical guidelines, performance improvement standards and curricula and other technical materials.
· Strong background in community-based approaches for service delivery and experience working with partners and stakeholders at all levels from global to national and community.
· Proven ability to synthesize and disseminate SDSI best practices and lessons learned on a global scale and at the country level with government officials, key stakeholders, implementing partners and beneficiaries to maximize access and quality.
· Demonstrated presentation skills and ability to effectively communicate and exchange ideas and knowledge with the aim of enhancing outcomes and promoting evidence based SDSI implementation in many countries.
· Excellent verbal and written communication skills; demonstrated talent in writing technical content for varied technical and lay audiences.
· Experience hosting technical meetings, participating in conferences and international technical working groups.
· Proven ability to create and maintain effective working relationships with U.S. and host country governments, key stakeholders, FBOs, public and private/commercial sector partners and international donors.
· Experience working with complex, global programs involving short deadlines, multiple tasks, in coordination with multiple partners, to achieve expected results.
· Fluency in spoken and written English and French (R3/S3).
· Ability and willingness to travel 20% time.
· Knowledge of the political, social, economic and cultural environment of working in West Africa.
Preferred Qualifications
· Experience living and/ or working in West Africa especially Niger, DRC and Nigeria.
· Recognized service delivery strengthening leader in national and global technical networks.
