The Global Technical Lead (GTL) is a key resource to Management Sciences for Health (MSH) on communicable diseases and epidemic preparedness, and is responsible for setting strategic direction, program development, including operational research and the quality technical programming in country.
The GTL will develop strategies for improving infectious disease response and communicable disease control. The GTL will be the technical lead for the MSH’s strategic initiative around the prevention of epidemics.
In this newly created position, the GTL will draw upon MSH’s global reach and experience, interfacing with other MSH experts to coordinate technical assistance and will work closely with the office of Global Partnerships, Communication and Marketing on advocacy related efforts.
He/she will work to identify opportunities for MSH in partnership and program building with governments, aid agencies, international organizations (World Bank, WHO), donors, the private sector, NGOs, academia and others.
Specific Responsibilities:
Technical Leadership and Innovation: 35%
- Technical area strategy – develop MSH’s strategy and conceptual framework for communicable diseases and epidemic preparedness, provide technical assistance, focusing on design, implementation and monitoring of interventions to control epidemics, drawing upon MSH’s expertise in a range of practices, health areas and settings.
- Thought leadership – lead MSH research on communicable diseases and epidemic preparedness to identify, evaluate and promote innovative approaches internally and externally; publish in peer-reviewed publications and other venues; represent MSH at conferences and other technical forums.
- Partnering – identify strategic partnerships to further MSH’s reach and ability to fulfil improved health outcomes.
Business Development: 20%
- Identify new opportunities; use network and connections to identify and build relationships with strategic partners and donors.
- Identify new project and business development opportunities; deliver strategic technical leadership, project design, and proposal development toward accomplishment of annual and multi-year goals and objectives.
- Act as the technical strategy lead for active proposals
- Support country teams in identifying and responding to country based opportunities.
Technical Assistance and Expertise: 30%
- Technical assistance – provide technical assistance to governments and other partners, consistent with strategy and conceptual framework.
- Expertise – serve as resource for technical information on communicable diseases to other experts, offices and projects within MSH.
External representation and advocacy: 15%
- Networking and partnering – partner and build strong relationships with thought leaders and engage in advocacy activities and help recruit prominent global leaders and infectious disease experts as advisers and spokespeople for the MSH epidemic preparedness campaign.

Qualifications:
- Master’s degree in Public Health, with a focus on epidemiology and communicable diseases or related fields; PhD (or equivalent) preferred.
- A minimum of ten years of senior level experience developing, implementing, managing, and leading public health programs and strengthening institutions in developing countries with a focus on communicable diseases and epidemic preparedness. Proven track record in communicable disease control and containment of epidemics.
- Skills and experience in Communicable Diseases that include pandemic and epidemic preparedness for diseases that can cause them (Ebola and other hemorrhagic fevers, influenza and avian influenza, Coronoviruses, cholera and related diseases, meningitis, neglected tropical diseases) and/or infection prevention /control strategies.
- Experience in designing approaches for improving the pandemic/epidemic response and performance of health organizations in the public and private sectors with a focus on supporting communicable disease control strategies.
- Experience and skills in full range of control strategies of in Communicable Disease from prevention, surveillance, detection and response of outbreaks, diagnosis and treatment at all levels, program planning, monitoring and evaluation of impact and outcomes.
- Recognized expertise and technical achievement within the communicable diseases technical community, as demonstrated by peer-reviewed publications and participation in high-level working groups.
- Knowledge and experience of resource mobilization in the international development context including, if possible, government, multilateral, foundation, private sector, host country, and other funding sources. Understands the importance of strategic planning and results frameworks for business development and project impact.
