The International Development Division has an opening for a Monitoring, Evaluating, and Research Associate (II), reporting to the technical team director, in Washington, DC, office. The Research Associate II will focus on building the knowledge base for EDC’s global portfolio of literacy projects. The Research Associate II will be responsible for setting up and maintaining project monitoring and evaluation (M&E) systems, including databases, conducting data analysis, preparing reports, and presenting findings to stakeholders. The Research Associate II will be expected to work closely with other MER technical team members, with Basic Education and Literacy technical team members, and with project technical staff, and travel to projects as needed. The Research Associate II will also participate in business development and lead cross-project initiatives.
ESSENTIAL FUNCTIONS

The Research Associate (II) independently provides support to complex or multiple qualitative &/or quantitative investigation efforts, including:
- research & analysis, with increasing methodology expertise and independent judgment
- documenting & cataloguing
- maintaining records
- preparing recommendations
- drafting, revising plans
- writing, editing materials
- developing presentations
- disseminating information
- Coordinate, develop and implement evaluations of basic literacy projects in international settings
- Conduct literacy assessments and analyze results
- Prepare reports on literacy assessment results
- Provide leadership with development of project-specific literacy assessments
- Prepare communication briefs and presentations on basic literacy
- Support the development and implementation of webinars and dissemination activities relating to basic literacy
- Conduct in-country adaptations of international literacy assessment tools
- Provide training to field staff on evaluation and assessment-related tasks
- Coordinate knowledge sharing efforts related to evaluation protocols, procedures and reports
- Provide other research support to projects, as needed
- Provide MER inputs into new business development efforts (MER sections of proposals, interviewing potential MER field staff, etc.)
The Research Associate (II)
- Coordinates administrative and logistical tasks
- Coordinates quality assurance
- Facilitates project teamwork and feedback exchanges
- Troubleshoots complex problems, proposing initiatives and recommending or negotiating solutions
- Trains, supervises, and provides guidance or administrative direction to junior staff; often coordinates work of less experienced staff
- Effectively interacts with diverse staff, colleagues, and clients
- Seeks and incorporates feedback
- Adapts readily and demonstrates flexibility
- Supports innovation that benefits project activities
- Implements and promotes the use of EDC and project systems

QUALIFICATIONS
This position requires educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; and strong interpersonal & organizational skills. Specific requirements:
- Bachelor’s degree required
- Master’s degree or PhD in a related field preferred
- With Bachelor’s degree, 7–10 years related research, education, public health or administrative coordination, requiring solid experience with computer applications (including databases), psychometric or statistical measurement techniques, and Internet research
- With Master’s degree, 5–8 years related experience (as above)
- With PhD, 1–3 years related experience (as above)
- 1–3 years prior project leadership or supervisory experience preferred
- Solid experience with computer applications (including databases), psychometric or statistical measurement techniques, and Internet research
- Prior research or evaluation leadership preferred
An ideal candidate will have:
- Academic background and/or 3+ years of experience in in basic literacy research and evaluation.
- Excellent writing skills
- Excellent statistical analysis skills, including proficiency in SPSS or STATA
- Experience in data collection, processing, and analysis
- Ability to analyze and provide written synopses of a wide range of information and research
- Excellent organizational skills and attention to detail
- Ability to handle multiple priorities
- Prior experience with USAID-funded projects preferred
- Professional proficiency in English and French required.
